The adoption of this Law is an important step in perfecting the legal system to meet the requirements of protecting national cybersecurity in the context of increasing threats in cyberspace.

A notable point is that the draft Law has incorporated many provisions from the Hanoi Convention into domestic law, including clarifying the mechanism for international cooperation in preventing and combating cybercrime and measures to protect cybersecurity. The Law also expands the scope of protection for vulnerable groups in cyberspace, including children, the elderly, and people with cognitive difficulties; and raises the minimum budget for ensuring cybersecurity from 10% to 15%.
The high approval rate of the Cybersecurity Law demonstrates broad consensus on the urgent need to strengthen the legal framework for protecting the national cyberspace. The law is expected to improve the effectiveness of state management, ensure the legitimate rights and interests of citizens and businesses, and build a safe and healthy online environment to serve sustainable development in the digital age.
Speaking with a reporter from the newspaper Tin Tuc va Dan Toc (News and Nation), Mr. Vu Ngoc Son, Head of the Research, Consulting, Technology Development and International Cooperation Department of the National Cybersecurity Association, stated that the new Cybersecurity Law, especially the provision increasing the percentage of spending on cybersecurity from 10% to 15% compared to the draft, will create a significant boost for the domestic cybersecurity market. The mandatory spending regulation helps to create a stable demand from the state sector and large organizations, expanding the market size and creating conditions for Vietnamese businesses to increase revenue. The standardization and verification requirements under the law will force domestic suppliers to upgrade their technical capabilities, products, and processes, thereby improving the overall quality of the industry.
“However, the pressure to comply with high standards and compete with international suppliers will be immense, requiring businesses to invest heavily in R&D and after-sales service. If we take advantage of the opportunities and address the human resource challenge, Vietnam's cybersecurity industry has the potential to shift from a small-scale service model to a highly self-reliant product-solution-service ecosystem in the next few years,” Mr. Vu Ngoc Son shared.
