On the morning of December 10th, with a majority of delegates voting in favor, the National Assembly passed the amended Law on Education and the amended Law on Higher Education.
Before the delegates voted, Minister of Education and Training Nguyen Kim Son presented to the National Assembly a report on the Government's explanation of laws in the education sector and two resolutions on education and training.

In response to delegates' opinions, the Government has standardized the term "degree of specialized training program of some specific industries and fields" instead of "equivalent degree", reflecting the true nature of degrees such as doctor, pharmacist, engineer, architect.
At the same time, clearly stipulate that the Minister of Education and Training manages diplomas and certificates of the national education system to ensure flexibility and timely adjustment according to practical requirements.
In particular, Minister of Education and Training Nguyen Kim Son affirmed that the Ministry of Health and the Ministry of Education and Training have "highly agreed" that for postgraduate specialized training programs in the health sector that grant degrees such as residency and specialist doctors, the guidance on organization, implementation and management will be carried out by the Ministry of Health according to the provisions of the draft Law on Higher Education (amended).
The assignment of the Ministry of Health to manage specialized medical training, according to the Minister of Education and Training, aims to ensure issues of standards as well as expertise. "The Ministry of Education and Training wishes the Ministry of Health to manage these training programs well," Minister Nguyen Kim Son emphasized.
This is a very new regulation compared to the draft that was presented earlier. Discussing at the meeting on November 20, Deputy Minister of Health Nguyen Tri Thuc said he was very sad that many of the proposals were not accepted by the drafting agency.
The Ministry of Health's leaders believe that specialized training, especially resident doctors, is the "quintessence of the elite" in the medical industry, and that it is completely incorrect to consider this as training for practicing certificates. He and many delegates proposed that health education should be managed by the Ministry of Health.
The Minister of Education and Training decides on a unified set of textbooks.
Regarding textbooks, Article 32 of the law stipulates that the Government shall prescribe free textbooks for students; the Minister of Education and Training shall decide on a set of general education textbooks to be used uniformly nationwide.
The National Textbook Appraisal Council is regulated and established by the Minister of Education and Training for each subject and educational activity to appraise textbooks. The Council and its members are responsible for the content and quality of the appraisal.

Previously, when giving opinions on the draft law, the National Assembly's Committee on Culture and Society agreed with the regulation that the State provides a set of textbooks for unified use nationwide, in order to institutionalize the Party and State's policy on general education textbooks.
However, the review agency also requested the drafting agency to review and consider some contents, such as not stipulating solutions in the draft law; clarifying which stages are socialized (compilation, printing, distribution...).
In response to the review, the Government is directing the development of a report on the implementation plan for a unified set of textbooks nationwide from the 2026-2027 school year, in the direction of openness, transparency, objectivity, thrift, and anti-waste.
Besides, inheriting and promoting the advantages of existing textbooks, minimizing the impact on related subjects and not disrupting teaching and learning activities at educational institutions.
At this point, specifying in the law whether the compilation is socialized or compiled by the State is not feasible and not suitable to current practice. Resolution 88/2014/QH13 also assigned the Government to direct the implementation of "socialization of textbook compilation".
After agreeing on the implementation plan, the Government will direct the review, revision, and promulgation of regulations to create a legal basis for the specific implementation of the plan "a unified set of textbooks nationwide".
