
Reporting on the results at the conference, Major General Do Hong Lam, Permanent Vice Chairman of the Association, stated that after 10 years of implementing Directive 43-CT/TW of the Party Central Committee, the work of overcoming the consequences of chemical toxins and caring for victims of Agent Orange/dioxin has achieved many important and comprehensive results. Party committees and local authorities have paid attention to leading and directing the implementation of the Directive through various forms, linking it with the implementation of preferential policies for meritorious individuals and socio-economic development tasks; strengthening inspection and supervision work, and promoting the role of the Fatherland Front and other political and social organizations. The Central Association, in coordination with central agencies, inspected and monitored the implementation of the Directive in all localities, promptly advising on solutions to overcome difficulties and obstacles. Policies for Agent Orange victims have been implemented relatively synchronously and effectively; The work of identifying eligible individuals, conducting medical examinations, and resolving outstanding cases has been given attention, ensuring that the right people are targeted, without omissions or exploitation of the policy. Currently, more than 252,800 people who participated in the resistance movement and their children are receiving preferential policies for meritorious individuals.
According to Major General Do Hong Lam, efforts to mobilize resources and provide care and assistance to victims have been intensified with the broad participation of the entire political system and the social community. Over the past 10 years, the various levels of the Association have mobilized over 4.265 billion VND and spent over 4.162 billion VND to build houses, care centers, provide livelihood support, scholarships, subsidies, and other social welfare activities for victims. The campaign to seek justice for Agent Orange victims has been persistently implemented, in line with the Party's foreign policy; contributing to promoting the US government 's responsibility in addressing the consequences of war, expanding international cooperation, supporting the lawsuit of Ms. Tran To Nga, and enhancing the Association's standing internationally. Emphasis has been placed on propaganda work, carried out regularly in diverse forms, contributing to raising social awareness, spreading humanitarian and peaceful messages, and mobilizing domestic and international support for Agent Orange victims. The organizational system of the Association continues to be strengthened and improved from the central to the grassroots level; the staff basically meets the requirements of the tasks in the new situation; and its role in representing and protecting the legitimate rights and interests of victims is increasingly affirmed.

On behalf of the Party Committee of the Vietnam Fatherland Front and the Central Committees of mass organizations, Deputy Secretary of the Party Committee Ngo Van Cuong respectfully commended and highly appreciated the efforts, sense of responsibility, and dedication of the Vietnam Association of Victims of Agent Orange/Dioxin over the past period. The achievements have affirmed the profound humanitarian significance of caring for Agent Orange victims, clearly demonstrating the strength of national unity and the spirit of leaving no one behind.
Looking ahead, the Deputy Secretary of the Party Committee suggested that all levels continue to strengthen propaganda efforts and raise awareness among cadres, Party members, and all segments of the population about the long-term consequences of Agent Orange; identifying this as a humanitarian task and a shared responsibility of the entire society. At the same time, emphasis should be placed on consolidating the Association's organization according to the two-tiered local government model; promoting the role of cadres, especially at the grassroots level, to ensure stable and effective operation. In addition, it is necessary to diversify forms of resource mobilization, strengthen social participation, promote the application of technology and digital transformation; coordinate with organizations, businesses, and social funds to build sustainable support models for victims; and continue to persistently fight for justice for Vietnamese Agent Orange victims and mobilize support from the international community.

In his closing remarks at the conference, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, emphasized that to continue effectively implementing Directive 43-CT/TW in the new phase, the Association needs to thoroughly understand and creatively implement the Directive throughout the entire system; strengthen the responsibility of Party committees, governments, the Fatherland Front , and political and social organizations. At the same time, it is necessary to continue improving mechanisms and policies for meritorious individuals and victims of Agent Orange, reviewing and supplementing shortcomings in practice, especially policies for the third and fourth generations. Strengthening inter-sectoral coordination, more effectively mobilizing social resources, expanding international cooperation, and promoting social awareness and mobilization will be key tasks in the coming period.
