
Reporting the results at the conference, Major General Do Hong Lam, Permanent Vice President of the Association, said that after 10 years of implementing Directive 43-CT/TW of the Secretariat, the work of overcoming the consequences of toxic chemicals and caring for victims of Agent Orange/dioxin has achieved many important and comprehensive results. Party committees and local authorities have paid attention to leading, directing, and concretizing the Directive in many forms, associated with implementing preferential policies for people with meritorious services and socio-economic development tasks; strengthening inspection and supervision work, promoting the role of the Fatherland Front (VFF) and socio- political organizations. The Central Association coordinated with central agencies to inspect and grasp the implementation of the Directive in all localities, promptly advising on solutions to remove difficulties and obstacles. Policies for victims of Agent Orange were implemented relatively synchronously and effectively; The work of identifying subjects, medical examination, and resolving backlog of files has been given attention, ensuring the right subjects are not missed, and policies are not taken advantage of. Currently, there are more than 252,800 resistance fighters and their children enjoying preferential policies for people with meritorious services.
According to Major General Do Hong Lam, the work of mobilizing resources and caring for and helping victims has been promoted with the wide participation of the entire political system and the social community. In 10 years, the Association at all levels has mobilized over 4,265 billion VND and spent over 4,162 billion VND to build houses, care centers, support livelihoods, scholarships, subsidies and other social security activities for victims. The activities of mobilizing and fighting for justice for victims of Agent Orange have been persistently implemented, in line with the Party's foreign policy; contributing to promoting the responsibility of the US Government in overcoming the consequences of war, expanding international cooperation, supporting the lawsuit of Ms. Tran To Nga and enhancing the position of the Association in the international arena. Propaganda work has been focused on and regularly deployed in many diverse forms, contributing to raising social awareness, spreading humanitarian and peace messages and mobilizing domestic and international support for victims of Agent Orange. The organization system of the Association continues to be consolidated and improved from the central to the grassroots levels, the staff basically meets the requirements of the tasks in the new situation; the role of representing and protecting the rights and legitimate interests of victims is increasingly affirmed.

On behalf of the Party Committee of the Vietnam Fatherland Front and Central organizations, Deputy Secretary of the Party Committee Ngo Van Cuong respectfully commended and highly appreciated the efforts, sense of responsibility and dedication of the Vietnam Association of Victims of Agent Orange/Dioxin in the past time. The results achieved have affirmed the profound humanistic significance of the work of caring for Agent Orange victims, clearly demonstrating the strength of the great national unity bloc and the spirit of leaving no one behind.
In the coming time, the Deputy Secretary of the Party Committee requested all levels to continue promoting propaganda work, raising awareness of cadres, party members and people of all walks of life about the long-term consequences of Agent Orange; identifying this as a humanitarian task and a common responsibility of the whole society. At the same time, focus on perfecting the organization of the Association according to the two-level local government model; promote the role of cadres, especially at the grassroots level, to ensure stable and effective operations. In addition, it is necessary to diversify forms of resource mobilization, strengthen socialization, promote technology application and digital transformation; coordinate with organizations, businesses, and social funds to build sustainable victim support models; continue to persevere in the fight for justice for Vietnamese Agent Orange victims and mobilize support from the international community.

In his closing speech at the conference, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, emphasized that in order to continue effectively implementing Directive 43-CT/TW in the new period, the Association needs to thoroughly grasp and creatively deploy the Directive throughout the system; strengthen the responsibility of Party committees, authorities, the Fatherland Front and socio-political organizations. At the same time, continue to perfect mechanisms and policies for people with meritorious services and victims of Agent Orange, review and supplement practical shortcomings, especially policies for the third and fourth generations. Strengthening inter-sectoral coordination, more effectively mobilizing social resources, expanding international cooperation and promoting propaganda and social mobilization will be key tasks in the coming time.
