Many incentives for Vietnamese airlines operating for the first time.

Circular 23/2026/TT-BXD, recently issued by the Ministry of Construction, stipulates the mechanism and policies for managing service prices in the field of civil aviation, including preferential pricing policies for flights of Vietnamese airlines participating in the air transport market for the first time.

Accordingly, from May 15th, the preferential rate will be 50% of the price for aircraft takeoff and landing services and air traffic control services as determined by the Ministry of Construction , with a validity period of 36 months from the date of the first flight operation.

For international flights operated regularly by an airline to and from an airport where no other airline has been operating regularly for at least 12 months prior to the start of operations, and which have been continuously operated for at least 12 months from the date of commencement of operations, these airlines are entitled to 50% of the price for aircraft takeoff, landing, and air traffic control services as determined by the Ministry of Construction.

Specifically, the period of application at Noi Bai, Tan Son Nhat, Da Nang , Phu Quoc, and Cam Ranh international airports is 12 months from the date of the first flight operation.

At Cat Bi, Vinh, Can Tho, Lien Khuong, Phu Bai, Buon Ma Thuot, Van Don, Tho Xuan, Dong Hoi, Tuy Hoa, Chu Lai, Pleiku, Phu Cat, Con Dao, Dien Bien, Ca Mau , and Rach Gia airports, the policy will be in effect for 24 months from the date of the first flight operation.

At Long Thanh and Gia Binh International Airports, after 24 months from the date the airport begins commercial operation, airlines will not be eligible for incentives for 12 months from the date of the first flight operation.

Meanwhile, at other airports, after 24 months from the date the airport is put into commercial operation, the incentive period for airlines is 24 months from the date of the first flight operation.

For regular flights, including those currently operating and those with increased flights on routes where the Civil Aviation Authority of Vietnam requires conversion to other airports to implement measures for developing the air transport market: 90% of the aircraft take-off and landing service fee determined by the Ministry of Construction will be applied; the application period is 24 months from the date of commencement of the first flight at the converted airport.
