Millions of people will have their salaries and allowances recalculated starting July 1st.

From July 1st, the basic salary will increase to 2.53 million VND per month. Millions of officials, civil servants, and many other groups will have their salaries, allowances, and related benefits recalculated.

Many groups will be subject to the new base salary rate.

The Ministry of Interior has just issued Circular No. 13/2026/TT-BNV guiding the implementation of the basic salary level for those receiving salaries and allowances in public agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, political and social organizations, and associations.

According to the circular, the applicable subjects include officials and civil servants receiving salaries from the state budget; public employees receiving salaries from the salary fund of public non-profit organizations; and officials, civil servants, and public employees seconded to work at associations, non- governmental organizations, projects, and international agencies and organizations, but still receiving salaries according to the state salary scale.

Salaried employees working within the staffing quota at associations assigned tasks by the Party and the State, and receiving funding from the state budget, are also eligible.

In addition, the circular also applies to part-time workers in villages and residential areas; representatives of People's Councils at all levels receiving activity fees; people working in cryptographic organizations; and people working under labor contracts in administrative agencies and public service units who are eligible or have agreed to salary classification according to State regulations.

Certain special circumstances are also applied to calculate social insurance contributions and benefits, and to settle salary-related issues, such as those attending school, internships, work assignments, receiving treatment or nursing care; those on probation; and those temporarily suspended from work, detained, or imprisoned.

How salaries and allowances are calculated from July 1st.

The circular stipulates that the base salary of 2.53 million VND per month will be the basis for calculating salaries, allowances, and retained differential coefficients from July 1st.

For officials, civil servants, and employees subject to this regulation, the salary is determined by multiplying the base salary of 2.53 million VND by the current salary coefficient.

For example, someone with a salary coefficient of 4.0 would have a salary of 10.12 million VND per month, not including allowances.

For allowances calculated based on a coefficient, the allowance amount is determined by multiplying the base salary of 2.53 million VND by the current allowance coefficient.

For allowances calculated as a percentage, the amount is determined based on the current salary plus leadership allowance and seniority allowance exceeding the standard rate (if any), then multiplied by the prescribed allowance percentage.

The circular also clarifies that allowances currently stipulated as specific monetary amounts will remain unchanged according to current regulations.

For cases with a retained differential coefficient, the amount of retained differential is calculated by multiplying the base salary of 2.53 million VND by the currently received retained differential coefficient.

The village and neighborhood allowance fund will also be recalculated.

Not only the salaries and allowances of officials, civil servants, and public employees, but also several other payments have been adjusted according to the new base salary.

Accordingly, the activity fee for representatives of People's Councils at all levels is determined by multiplying the basic salary of 2.53 million VND by the prescribed activity fee coefficient.

For part-time officials in villages and residential areas, the allowance fund allocated by the state budget to each village and residential area will be calculated based on the basic salary of 2.53 million VND per month.

The circular also stipulates that deductions and benefits calculated based on the base salary will be adjusted accordingly from July 1st.

For personnel working in cryptographic organizations under the management of the Ministry of National Defense and the Ministry of Public Security, the implementation of the basic salary level will be guided by these two ministries. For other cases within cryptographic organizations, the general calculation method stipulated in the circular will be applied.

Circular 13/2026/TT-BNV takes effect from July 1st and replaces Circular 07/2024/TT-BNV.
