National Assembly Delegate: It is necessary to build a set of standard, modern textbooks imbued with Vietnamese culture.

Delegate Nguyen Anh Tri said that standard textbooks must ensure updating, modernity, and be error-free, while also being imbued with Vietnamese culture and containing ethical and humanistic values.

On the afternoon of December 2, the National Assembly discussed in the hall the investment policy for the national target program to modernize and improve the quality of education and training for the 2026-2035 period.

Consolidate digital transformation content and build standard textbooks

Regarding the program structure, National Assembly delegate Nguyen Anh Tri ( Hanoi delegation) said that the digital transformation content is being presented in many parts, causing difficulties in organizing and allocating the budget. He proposed to gather all the digital transformation content into a separate project to facilitate the arrangement of tasks and implementation.

Delegate Nguyen Anh Tri was concerned about the necessity of a set of standard, unified textbooks nationwide. He emphasized that textbooks are closely linked to each person's learning process and have a profound impact on the formation of knowledge and personality.

According to delegate Tri, a standard set of textbooks must ensure that they are up-to-date, modern, error-free, and imbued with Vietnamese culture and contain ethical and humanistic values. Only when there are standard textbooks can a unified national teaching program be implemented effectively.

At the same time, Mr. Nguyen Anh Tri also noted that to build a standard set of books, it is necessary to invest systematically, not patchwork or temporary. This requires a National Drafting Board consisting of talented, responsible and dedicated people.

Regarding the issue of textbooks, both delegate Nguyen Anh Tri and many other delegates emphasized that this is a task of fundamental significance. A set of standard, modern, unified textbooks imbued with Vietnamese culture will create uniformity, fairness and quality in general education nationwide.

Meanwhile, delegate Huynh Thi Anh Suong, Quang Ngai delegation, proposed that the Ministry of Education and Training (MOET) study a set of bilingual Vietnamese-English textbooks or textbooks in English so that educational institutions can choose according to their actual conditions.

The larger goal is to make English the second language in schools. However, according to the female delegate, to achieve this goal, the decisive factor is the teaching staff. Teachers must not only have in-depth knowledge of the subject, but also need good English skills. Meanwhile, in reality, most universities only train English teachers, not teachers who teach subjects in English.

“English teachers cannot teach other subjects in English without in-depth knowledge of that subject. On the contrary, teachers of other subjects do not have enough capacity and English skills to teach in English,” delegate Huynh Thi Anh Suong stated the reality.

The Quang Ngai delegation said that the program's objectives for training, education, and improving teachers' qualifications are still general, so they need to be specific, measurable, and feasible. Specifically, investment in facilities and teaching equipment must be synchronized with the training and development of the teaching staff. For example, the goal by 2030 is that 30% of teachers will be trained and educated to meet the requirements of teaching in English, corresponding to 30% of educational institutions having equipment.

Narrowing the educational gap, investing in safe schools

Discussing at the conference hall, delegate Nguyen Tam Hung (Ho Chi Minh City delegation) expressed his agreement with the orientation of standardizing and modernizing the entire education and training system. He said that the reality of recent years has shown a huge gap between regions; if the goal is not clearly set from the beginning, resources will easily continue to be concentrated in developed areas, while disadvantaged areas remain "lacking" and "weak".

From there, delegates suggested that the program should clearly state the goal of narrowing the gap in facilities, education quality and learning opportunities between urban and rural areas, mountainous areas, border areas, islands and ethnic minority areas. This is the foundation to ensure fairness in access to education and sustainable development.

Regarding capital allocation, delegate Nguyen Tam Hung proposed to develop an allocation and disbursement mechanism linked to measurable output indicators such as the number of solid classrooms, the rate of qualified teachers, the level of digital transformation of educational institutions, etc. According to him, allocating capital according to output products will promote progress, limit dispersion and increase efficiency in budget use.

According to this delegate, the program needs to add mandatory training on digital transformation capacity, artificial intelligence, information security and digital teaching methods. Digital transformation is an inevitable trend, so if we do not focus on human training, investments in infrastructure and equipment will hardly be effective in practice.

Discussing the principles of central budget allocation, delegate Nguyen Tam Hung proposed strengthening independent supervision of infrastructure investment and equipment procurement to prevent wasteful, incorrect or unused procurement. He proposed annual reports on progress, disbursement results and output target completion at the year-end session of the National Assembly to address bottlenecks in public investment.
