From Resolution 71 to Khanmigo: Affirming teachers as the center of digital transformation in education

On the morning of November 28, at the Vietnam Institute for Advanced Study in Mathematics (VIASM), the seminar "Effective application of AI in classroom management" and the launching ceremony of "Khanmigo - AI teaching assistant for Vietnamese teachers" took place, attracting the attention of many educational managers, experts and teachers across the country.

According to Deputy Minister of Education and Training Pham Ngoc Thuong, digital transformation is becoming one of the key pillars to improve the quality of education and the effectiveness of school management. AI opens up “unprecedented opportunities for innovation in teaching methods, assessment and management”, and reflects a global trend where 60% of US teachers have used AI to prepare lessons, while South Korea has also deployed AI in personalized learning from 2023.

The event is considered an important step in implementing Resolution 71 of the Politburo on breakthrough in education development, demonstrating the strong commitment of the Ministry of Education and Training in bringing technology into innovation in teaching and learning activities.

The program was attended by Permanent Deputy Minister of Education and Training Pham Ngoc Thuong, leaders of Departments, Divisions, and units under the Ministry, and representatives of Departments of Education and Training. In addition to the live format, hundreds of thousands of teachers and pedagogical students across the country also watched online from local connection points.

More than just a launch of a new AI tool, the event also reaffirmed an important message: teachers are at the heart of every educational innovation effort, and it is the teaching staff that will determine the success of AI implementation in schools.

AI applications must serve teachers

Speaking at the event, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the strategic significance of applying AI in education, considering it a specific solution to realize Resolution 71 of the Politburo on breakthroughs in education and training development.

According to the Deputy Minister, digital transformation is becoming one of the key pillars to improve the quality of education and the effectiveness of school management. AI opens up “unprecedented opportunities for innovation in teaching methods, assessment and management”, and reflects a global trend where 60% of US teachers have used AI to prepare lessons, while South Korea has also deployed AI in personalized learning from 2023.

“The results show that Khanmigo’s 25 features are suitable for the 2018 General Education Program, and effectively support classroom and school management in the direction of digital transformation. Khanmigo is directly integrated into the learning management system (LCMS), ensuring pedagogy, data security and suitability to the educational context of Vietnam.”

However, the Deputy Minister also frankly pointed out the challenges that Vietnam is facing: the large scale of the education system with about 26 million students and 1.6 million teachers; the clear differences between regions; as well as the difference in technological capacity between groups of teachers. Therefore, the Ministry of Education and Training identified many key priorities, including developing guidelines for safe and responsible use of AI; organizing digital capacity building for teachers and administrators; and developing a digital resource ecosystem connected to reputable AI platforms to serve personalized teaching. “The most important thing is to first train and foster the team of teachers and educational administrators. Administrators must understand in order to support and become a key task,” the Deputy Minister emphasized.

He also affirmed that the ultimate goal of digital transformation and AI in education is still to serve people: "Technology is only truly meaningful when it contributes to improving teachers' capacity and helping students develop comprehensively."

In her sharing at the event, Ms. Le Thi Hai Thanh - Director of Khan Academy Vietnam (KAV) Program under The Vietnam Foundation - said that the process of Vietnamizing Khanmigo is a combination of pedagogical expertise, technology and the participation of the teaching staff.

According to Ms. Thanh, this is not just a simple translation activity, but also a comprehensive adjustment process to ensure the tool is suitable for the culture, program, output standards and classroom practices in Vietnam. KAV's goal is to accompany teachers in digital transformation, promoting the application of AI effectively, safely and responsibly.

These efforts received recognition from the Ministry's leadership. Deputy Minister Pham Ngoc Thuong expressed his appreciation for the working spirit of the development team. The commitment to Vietnamize Khanmigo has become a reality faster than expected, opening up opportunities for Vietnamese teachers and students to directly benefit.

Sharing the same view with the Ministry's leaders, Dr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers - said that the Department has closely coordinated with KAV and many localities to test the tool. The results show that 25 features of Khanmigo meet the 2018 General Education Program, while providing practical support for classroom and school management in the direction of digital transformation. Khanmigo is directly integrated into the learning management system (LCMS), meeting the requirements of pedagogy, data security and suitability with the Vietnamese educational context. These testing results create an important foundation for Khanmigo to move from the policy framework to pedagogical practice.

Khanmigo realizes Resolution 71 right in the classroom

Through the experiences of teachers participating in the pilot, it can be seen that the orientation of Resolution 71 is being clearly concretized in each teaching activity. From classroom practice, technology has shown a clear impact on teachers' daily work.

Mr. Dao Chi Manh – Principal of Hoi Hop B Primary School (Phu Tho) – affirmed that AI has helped the school create “pedagogical labor productivity”. Features that support quick selection of exam questions and objective scoring have helped teachers reduce the “nightmare of periodic testing”.

Ms. Chu Hai Yen – a teacher at Foreign Language Secondary School (Hanoi) – shared that AI has helped her escape the “infinite loop” of repetitive tasks. Khanmigo supports suggesting creative teaching organization ideas, finding quality materials and is especially effective in differentiated teaching – a complex task of the new general education program.

With the direction of the Ministry of Education and Training and the coordination of the Department of Teachers, the Institute for Advanced Study in Mathematics, the Vietnam Association for Promoting Education and organizations such as The Vietnam Foundation, Khanmigo is expected to bring the spirit of Resolution 71 into each lecture.

When time-consuming administrative steps are optimized, teachers are able to focus on being “learning experience designers” and “mindset guides” instead of just conveying content. Applying AI like Khanmigo does not obscure the position of teachers, but contributes to elevating the role of teachers in the modern classroom. Ms. Hai Yen said she often asks students to respond to AI answers to practice critical thinking and creativity – two important skills in the technology era.

Not only supporting lesson design, Khanmigo is considered a useful tool in the process of making English a second language. Teacher Dao Chi Manh highly appreciates Khanmigo's feature of connecting Vietnamese and English Math documents, allowing students in difficult areas to access the same source of documents as urban students, contributing to narrowing the regional gap.

However, to effectively apply AI, Deputy Minister Thuong emphasized the need to foster digital capacity for teachers and managers. “If managers are not updated and do not have knowledge, it will be an obstacle somewhere,” he stated.

With the direction of the Ministry of Education and Training and the coordination of the Department of Teachers, the Institute for Advanced Study in Mathematics, the Vietnam Association for Promoting Education and organizations such as The Vietnam Foundation, Khanmigo is expected to bring the spirit of Resolution 71 into every lesson. From optimizing administrative activities to personalizing learning, from supporting the development of critical thinking to promoting bilingual integration, the launch of Khanmigo marks an important turning point in Vietnamese education: from policy to action, from strategic vision to specific benefits for teachers and students.
