One of the typical bright spots is the Huong Duong Center for Supporting the Development of Inclusive Education (Mao Khe Ward). Established in 2019, the center is responsible for supporting children with disabilities to develop comprehensively through special education, early intervention and specialized therapies. What makes the center special is the model "Huong Duong Vegetarian Kitchen" - a place that people still affectionately call "Kitchen of Love".
Among the small classrooms, the center's vegetarian kitchen is where two deaf students quietly start their day with seemingly simple tasks: picking vegetables, cutting mushrooms, preparing food. Unable to listen to instructions, nor able to ask when encountering difficulties, they learn the craft with their hands, with the feeling of every touch and most of all, with the patience of the teachers standing behind them. Each hand-held operation, each small movement is a journey for them to step by step gain confidence in life.
Nguyen Thanh Thien, a deaf student, shared: My daily job is to learn how to be a kitchen assistant. I help the teachers wash vegetables and prepare ingredients. When the kitchen is finished cooking, I pack vegetarian meals. I am very happy and am gradually getting used to daily kitchen chores.
Ms. Vu Thanh Thuy (Mao Khe ward) said: “I occasionally come here to eat vegetarian food. My deepest impression is about the service of the children. Although they are hearing-impaired, they are very attentive, enthusiastic and happy to welcome customers. I am very satisfied with the service quality of Huong Duong Vegetarian Kitchen.”
Not only in Dong Trieu ward, in Ha Long ward, Thanh An Social Work Center is also an effective non-public social assistance address, especially in supporting hearing-impaired children. Currently, the center receives about 30 disabled children aged 14-18, coming from many localities in and outside the province. Here, they are trained in hair care, skin care, and customer health care, helping them have a more confident foundation when entering the working environment.

Models like Huong Duong or Thanh An are realizing the big goal set by Plan 168/KH-UBND (September 14, 2020) of the Provincial People's Committee for the period 2021-2030: Creating conditions for people with disabilities, including children with disabilities, to participate equally in social activities, access education, health care , careers and a barrier-free living environment.
According to the plan, the province focuses on supporting access to education through investment, expansion of facilities, teaching equipment and rehabilitation; training teachers, mobilizing parents to bring disabled children to class; fully implementing preferential education policies for students with disabilities. The province also studies the establishment of a provincial-level Center for Supporting the Development of Inclusive Education, and at the same time encourages organizations and individuals to open non-public educational facilities for disabled children.
Along with education, Quang Ninh has strongly implemented vocational training and job creation activities for people with disabilities. Vocational training establishments, businesses and related organizations are encouraged to participate in training; the province supports training in job-searching skills, business start-ups, and job connections; and at the same time, surveys the livelihood needs of each subject to have appropriate forms of support. Vocational training models associated with job creation, cooperative models with disabled people participating, or start-up models for youth and women with disabilities are also focused on development.
Thanks to the attention of all levels and sectors and the participation of many social organizations, disabled children in Quang Ninh are having more opportunities to access education, learn a trade, practice life skills and integrate into the community.
