Reporting to the National Assembly on the implementation of 16 resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed: In the past time, the Government has directed the organization of implementation resolutely, many tasks have been completed and have very commendable results, some have achieved initial results and some need to continue to focus on solving in the coming time.
In the field of education and training (GD&DT), the Permanent Deputy Prime Minister said: The Government and the Prime Minister have focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in the development of GD&DT to create a breakthrough in development and improve the quality of GD&DT. Submit to the National Assembly for promulgation of the Law on Teachers and 2 resolutions on: exemption and support of tuition fees for preschool children and general education students; universalization of preschool education for preschool children from 3 to 5 years old; submit to the National Assembly at the 10th Session for 3 Law projects (Law amending a number of articles of the Law on Education, Law on Higher Education, Law on Vocational Education); 2 resolutions on a number of specific and outstanding mechanisms and policies to implement breakthroughs in the development of GD&DT and the National Target Program on modernization and improvement of the quality of GD&DT for the period 2026 - 2035.
Issue strategies and plans for education and training development; regulations on decentralization, delegation of authority, and division of authority associated with the two-level local government organization model in the education sector; start construction of 100 inter-level boarding schools for land border communes, ensuring completion before August 30, 2026, and continue to invest in building the remaining 148 schools in the next 2-3 years in accordance with the direction of the Politburo.
Complete and promulgate documents guiding the Law on Teachers and 3 laws (Amended Law on Education; Amended Law on Higher Education; Amended Law on Vocational Education). Review and arrange public service units. Urgently develop a plan to implement the policy of "ensuring the provision of a unified set of textbooks for common use nationwide from the 2026-2027 school year". Promote AI training programs, build talent training centers. Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals by 2030 on quality education.
The effort to complete the construction of 100 inter-level boarding schools in border communes on the mainland before August 30, 2026 has profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of children of all ethnic groups". Our Party and State always consider education and training as the top national policy with a particularly important role, creating the foundation, forming and developing the personality, qualities and capacities of people, and being the decisive factor ensuring success in making breakthroughs in developing human resources to serve the cause of building and defending the socialist fatherland.
Resolution 71 of the Politburo on breakthrough in education and training development has clearly identified a shift in thinking from mainly equipping knowledge to comprehensively developing learners' capacity and qualities; with the view that schools are the foundation, students are the center and teachers are the driving force. The Politburo issued Conclusion 81, agreeing on the investment policy to build boarding schools for primary and secondary levels in 248 land border communes; in which it clearly identified this as a key and important task to improve people's knowledge, human resource quality, create a source of cadres from local ethnic groups and in remote areas to contribute to improving the material and spiritual life of people in the border areas and to strengthen national defense and security.
