Science and technology enterprises: Strengthening internal strength to make breakthroughs

In the context of the country entering the era of knowledge economy, with strong breakthroughs in artificial intelligence, digital transformation and green transformation, the science and technology business community is facing the need to innovate thinking, restructure resources and invest in depth to create new competitive capacity.

On December 5 in Hanoi, the Vietnam Association of Science and Technology Enterprises (VST) opened its second National Congress (2025-2030), marking an important turning point for the science and technology business community in the context of the country promoting the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Steadfast through challenges, paving the way for a new breakthrough phase

In his opening speech, Labor Hero Hoang Duc Thao - Chairman of the Association reviewed the first term (2020-2025), when the Association was established at a time when the Covid-19 pandemic severely affected research activities, transfer and commercialization of scientific and technological products. Many member enterprises fell into a state of stalemate, forced to reduce production or restructure completely.

However, in that difficult context, the timely intervention of the Party, the State and especially the Ministry of Science and Technology has created an important support for the science and technology business community. A series of resolutions such as Resolution 57 on breakthroughs in science and technology development, Resolution 68 on private economic development... were issued, paving the way for stronger steps.

Immediately after that, the National Assembly quickly institutionalized it into law; the Government and ministries and branches vigorously implemented it, creating a clear change in the policy environment. Incentive mechanisms on capital, land, and taxes were improved in a more transparent and feasible direction, creating a driving force for recovery and innovation for science and technology enterprises and creative start-up models.

“These are favorable conditions for businesses to firmly carry out the mission of developing science and technology. At the same time, it creates a foundation for the Association to promote its role as a bridge between businesses, management agencies and scientists; support members in accessing policies and expanding cooperation,” affirmed the Chairman of VST.

According to Mr. Hoang Duc Thao, thanks to that companionship and the efforts of each member, the Association has gradually overcome challenges, stabilized the organization, expanded its activities and achieved many encouraging results, creating a foundation for a solid development period of 2025-2030.

Meanwhile, Master, Journalist Phan Thi My Yen - Permanent Vice President and General Secretary of VST, term I, said that the highlight of the recent period was the promotion of digital transformation in the management and coordination of member activities. Online connection channels and quick interaction groups have been operated to help information between businesses and management agencies be smooth, contributing to promoting cooperation and knowledge sharing.

In the field of trade promotion, the Association coordinates with ministries, branches and international partners to bring many Vietnamese technology products into demanding markets, expanding opportunities to commercialize research products.

Entering its second term, the Association aims to become a center for connecting innovation, aiming for the spirit of "mastering the market and self-reliance in technology". Accordingly, the Association aims to expand its membership network to about 500 enterprises in the next 5 years; encourage at least 60% of members to implement innovation programs and more than 30% of enterprises to effectively apply 4.0 technology in production and business.

Along with that, the Association expects to create at least 10 national-scale science and technology enterprises capable of leading the market, and at the same time support the implementation of about 30 technology pilot projects, striving to have at least 10 projects successfully commercialized. These goals not only reflect the Association's determination but also are practical requirements in the context of increasingly fierce global technology competition.

Science and technology enterprises must become the pioneering force of the knowledge economy.

Speaking at the Congress, Deputy Director of the Department of Startups and Technology Enterprises (Ministry of Science and Technology), Mr. Tran Xuan Dich, emphasized: Science and technology enterprises must strive to master technology in strategic fields such as semiconductors, artificial intelligence (AI), environmental technology or clean energy, instead of just stopping at application.

Currently, the country has nearly 1,000 science and technology enterprises, many of which achieve 60-90% of their revenue from self-researched and developed products. However, this rate still accounts for only about 1% of the total number of enterprises in the country, showing that Vietnam still lacks large-scale technology enterprises capable of shaping trends on a regional and global scale.

“Science and technology enterprises must be the vanguard of the knowledge economy, a symbol of the spirit of self-reliance and mastery of national technology,” Mr. Dich affirmed, while emphasizing the role of the “connecting nucleus” of the Association in the coming term.

The Deputy Director of the Department of Startups and Technology Enterprises expressed his belief that in the second term, the Association will further promote its role in the science and technology ecosystem.

According to him, the Association needs to focus on a series of key tasks, first of all, strengthening its role as an effective bridge between businesses and management agencies, research institutes, universities and innovation entities. Along with that, the Association must proactively participate in policy criticism, recommending mechanisms to remove barriers in finance, land, tax or intellectual property valuation, contributing to improving the operating environment of science and technology enterprises.

Along with its policy tasks, the Association is expected to increase support for innovative businesses, link research activities with product commercialization, and expand domestic and international technology transfer. Another important task is to take care of developing a team of technology entrepreneurs, especially young entrepreneurs with aspirations and the capacity to commit and innovate.

The Association also needs to promote the formation of large-scale science and technology enterprises capable of leading the market in strategic areas; expand international integration, connect more deeply with the global innovation network to take advantage of new resources and knowledge.

Above all, according to the assessment of the representative of the Department of Startups and Technology Enterprises, the Association must be a force to strongly spread the culture of innovation in the business community, arousing the belief that Vietnamese intelligence and technology can completely reach demanding international markets, thereby contributing to the goal of improving productivity and competitiveness of the economy.

Through the Congress, delegates voted to agree on the Executive Committee of the Association for the second term consisting of 60 members, the Standing Committee of the Association for the second term consisting of 24 members, and the Inspection Committee consisting of 3 members.

The Congress elected the Association's Executive Board for the second term (2025-2030) consisting of 1 Chairman and 9 Vice Chairmen. Of which, Labor Hero Hoang Duc Thao continues to hold the position of Chairman.

Delegates also unanimously approved the Resolution of the Congress for the 2025-2030 term, opening a new period with a stronger, more profound and more substantial development orientation.

Immediately after the new personnel introduction ceremony, the Organizing Committee awarded the certificate of "Outstanding Science and Technology Enterprise in 2025" to 24 enterprises with outstanding achievements in research, innovation and application of technology in production and business; at the same time, honored 8 individuals with many contributions to the Association's activities in the first term.

In the afternoon of the same day, the first Summit of the New Era Business and Knowledge - Science and Technology Alliance took place.
