
At the National Conference to disseminate and implement four Central Resolutions (Resolutions: No. 59-NQ/TW on international integration in the new situation; No. 70-NQ/TW on ensuring national energy security; No. 71-NQ/TW on breakthroughs in education and training development; No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health), General Secretary To Lam emphasized the consistent spirit of the Resolutions is to quickly shift from "issuing policies" to "managing implementation".
Each agency, organization and individual is responsible for turning the content of the resolutions into daily work, into specific action programs with resources, deadlines, measurement indicators, monitoring and accountability.
Thoroughly implementing the direction of the Politburo, the Secretariat, and the General Secretary in implementing Resolution No. 72-NQ/TW, the leaders of the Ministry of Health said that, deeply aware of the importance of the organization and implementation, the Party Committee of the Ministry of Health has proactively and urgently advised, organized, disseminated, deployed, and coordinated the implementation as soon as the Resolution was issued; ensuring timeliness, flexibility, and effectiveness; assigning tasks with specific deadlines; regularly checking, evaluating, and supervising the implementation, and promoting the responsibility of the leaders. The implementation progress is required to be reported to the Standing Secretariat monthly.
After more than a month of implementation, the Ministry of Health has submitted to the Government for promulgation Resolution No. 282/NQ-CP dated September 16, 2025 on the Government's Action Program to implement Resolution No. 72-NQ/TW, which closely follows 6 groups of tasks and solutions to address existing problems, limitations, bottlenecks, and bottlenecks, creating breakthroughs in the work of protecting, caring for, and improving people's health.
Attached to the Action Program is a list of tasks to be implemented; identifying specific tasks, host unit, coordinating unit, results, products and completion deadline.
On that basis, the Government has assigned specific responsibilities to ministries, branches, agencies and units to develop action plans, organize implementation, inspection, supervision, evaluation, and ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
The implementation process ensures raising awareness of disease prevention, healthy lifestyle, building a health culture among the people; strongly shifting from a mindset focused on medical examination and treatment to proactive disease prevention; correctly identifying the position and role of preventive medicine, primary health care, and traditional medicine; focusing on building, perfecting, and enhancing the capacity of primary health care to ensure early, remote, and grassroots disease prevention, and being ready to respond to public health emergencies...
According to the Ministry of Health, in the immediate future, urgently complete the report proposing the investment policy for the National Target Program on health care, population and development for the period 2026-2035, submit it to the National Assembly for consideration and approval in the October session to have important resources to implement a number of policies, tasks and solutions of Resolution 72-NQ/TW, especially prioritizing preventive medicine and grassroots health care; strive in the fourth quarter of 2025 to issue a Circular guiding the functions, tasks, powers and organizational structure and human resources of commune-level health stations to complete the functions, tasks and organizational structure of commune-level health stations according to the model of public service units, ensuring the provision of basic and essential services on disease prevention, primary health care, medical examination and treatment and social care services.
In the next phase, the Party Committee of the Ministry of Health will focus on completing and submitting for promulgation relevant laws, decrees and circulars, which stipulate the functions, tasks, powers and organizational structure and human resources of regional medical centers, amending and supplementing circulars to expand the scope of benefits, rates and levels of payment for medical examination and treatment costs under health insurance according to the roadmap and priority subjects to gradually reduce the financial burden on people, in accordance with the ability to balance the Health Insurance Fund...
Strive to comprehensively implement important projects assigned by the Government, especially the Project on exempting hospital fees at the basic level within the scope of health insurance benefits according to the roadmap; deploy periodic health check-ups or free screening for people at least once a year according to priority groups and roadmaps from 2026.
Resolution No. 72-NQ/TW is determined to have strategic, comprehensive and long-term significance, of an action nature, with many additional policies, concretizing previous policies and guidelines, aiming to create a "breakthrough" in protecting, caring for and improving people's health.
Realizing the Resolution is not only the task of the health sector alone, but is also requiring the synchronous, drastic and effective participation of all levels and sectors, the accompaniment of the people, all aiming towards the goal of building a healthy Vietnam, where all people are cared for, their physical health and awareness of health protection are improved and they proactively prevent diseases in the whole society.
