
Encourage online application for social housing purchase
In his opening speech, Director of the Hanoi City Public Administration Service Center (PVHCC) Cu Ngoc Trang emphasized that despite many efforts, the journey to access social housing for people is not easy, because: The legal system is still complicated, heavy on pre-inspection; the process is still single and not connected; the responsibility for proof is still placed heavily on the people; the data is not synchronized, making verification take longer; each investor has a different process, sometimes generating additional paperwork outside of regulations.

From that inadequacy, the conference was organized to remove the "bottlenecks", through 3 parts: Conveying messages: Open policies - increased supply - interconnection mechanism between departments and branches; Processes and responsibilities; Direct dialogue between people and agencies. The program was broadcast live and interactive on iHanoi.
The dialogue conference attracted the attention of nearly 200 people and representatives of city authorities.

Regarding the group of questions about conditions and procedures for purchasing social housing, Director of Branch No. 6, Hanoi City Public Housing Center Pham Thi Hong Hai said: This procedure includes four main contents: Document components, how to submit documents, fees and some notes when declaring.
Regarding the dossier components, people need to prepare two forms: Form No. 14 according to Decree 151 of the Government and Form No. 02 on housing conditions confirmation paper according to Circular No. 05/2024 of the Ministry of Construction . These two forms have provided full instructions on the contents to be declared, so people need to read carefully before filling in to avoid mistakes, helping the receiving agency and the Land Registration Office to process the dossier quickly. In particular, the housing conditions confirmation paper is one of the required documents in the dossier that people submit to the investor of the social housing project.
Regarding the application method, citizens can submit it online. After filling out two forms, citizens upload them to the system and send them to the receiving unit. Currently, the procedure has been fully configured, allowing for home application submission and receiving results in electronic or paper form as needed.

Regarding fees, according to Resolution No. 06/2020/NQ-HDND of the Hanoi People's Council, the fee for providing land data information is 150,000 VND. However, if submitting applications online, people are completely exempt from fees.
People also raised concerns about the random drawing of lots at the Rice City Long Chau project (Thuong Thanh social housing, invested by a joint venture of Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company), which led to a situation where some single people were drawn to get large apartments, while large families were drawn to get small apartments, which was quite inconvenient.

Responding to this content, Deputy General Director of BIC Vietnam Joint Stock Company Le Quang Huy said that the project has many types of areas, from 30m2 to 77m2 . Before organizing the lottery (November 24), the investor surveyed the needs of the people; the results showed that only more than 2% of customers have a need for small apartments with 1 bedroom, 1 bathroom, while the number of apartments of this type is quite large. If we divide the groups by area for the lottery, it cannot ensure fairness. Therefore, the company decided to organize a random lottery for all valid applications, not dividing by area groups.
Regarding apartment exchange, it is not always possible, because the number of large apartments is very limited and there is currently no adequate legal basis to allow apartment exchange according to individual needs.
There is no " diplomatic quota" or "internal quota" when buying social housing.
Many issues of concern to the people have also been answered by representatives of the agencies. In particular, in the case of two brothers and their family registering to buy social housing, they can completely complete the procedures at the same project. Or regarding income confirmation for freelance workers without labor contracts, Decree No. 261/2025/ND-CP of the Government stipulates that the commune-level police are responsible for confirming the income conditions for this subject within 70 days. However, the confirmation is difficult because the National Population Database does not have information on the income of this group of subjects. Currently, the Hanoi City Police have issued a document requesting the competent agencies to provide specific instructions for better implementation...

Notably, regarding the information provided by people on social networking platforms, there has been a lot of information about the sale of "diplomatic quotas" and "internal quotas" at high costs. Lieutenant Colonel Nguyen Anh Tuan, Deputy Head of the Department of Cyber Security and High-Tech Crime Prevention (Hanoi City Police) affirmed that these are fraudulent acts and violations of the law. Hanoi City Police recommends that people need to be more vigilant and only submit documents through official channels of state agencies and investors.
In his concluding remarks, Director of the Hanoi Public Housing Center Cu Ngoc Trang said that in order for people and businesses to continue sending feedback and recommendations after today's program, the Hanoi Public Housing Center will maintain a separate topic on social housing on iHanoi. All questions will be received - classified - transferred for processing in real time.
Through questions and interactions, it can be seen that people want clearer procedures, less repetitive paperwork, and more unified working methods between agencies.
Immediately after the dialogue conference, the Center will fully synthesize each group of issues to report and make recommendations to the City People's Committee; coordinate with departments and branches to build a complete interconnected process; at the same time, monitor the implementation to the end. In particular, the goal is that people only submit documents once, documents are processed seamlessly and consistently; people can monitor real-time progress on the system and procedures are standardized and unified throughout the city.

The further goal is that the city's departments and branches will coordinate with relevant agencies to research and seek breakthrough solutions, aiming at: Opening up population data, income data, housing data; automating information verification; minimizing the documents that people have to prepare; significantly shortening appraisal time.
"We clearly define that dialogue is not for listening, but for correcting and doing things thoroughly," Mr. Cu Ngoc Trang emphasized.
