Comprehensive support package needed for people affected by natural disasters
Opinions were raised by delegates at the discussion session on the morning of December 3 on the summary report on the implementation of the National Assembly 's resolutions on thematic supervision and questioning.
Delegate Tran Hoang Ngan (HCMC) expressed his appreciation for the efforts of the Government and local authorities in implementing the resolutions of the National Assembly. Thanks to these efforts, the country has recovered quickly, growing over 8.2% in 2022 and is likely to reach about 8% in 2025.
He also emphasized the significance of Resolution 43/2022 on fiscal and monetary policies to support socio-economic recovery and development, contributing to ensuring social security and macroeconomic stability.
However, delegate Ngan pointed out that the implementation of Resolution 43 still faces many procedural problems, leading to the need to constantly adjust and amend regulations, and even programs that have been issued but not implemented. He said that these are points that need to be learned from.

In particular, delegate Ngan expressed his sorrow at the situation of people being severely affected by severe and unpredictable climate change, with storms and floods not yet calm in the Central and mountainous regions. He was grateful for the timely direction of the Central Government and the Prime Minister, especially the "Quang Trung Speedy and Bold" campaign to help people have homes before Tet and Resolution 380/2025 on solutions to overcome the consequences of natural disasters.
However, delegate Tran Hoang Ngan said that the damage caused by recent storms and floods was "very heavy, very serious", so a truly comprehensive support package is needed to help people stabilize their lives soon.
According to him, this package must include three pillars: ensuring social security and housing support for households that have lost their residences; restoring essential infrastructure such as health care, education, and transportation; and especially restoring production and business to prevent supply disruptions.
"I heard that the price of vegetables is increasing many times, which is very stressful. Therefore, we need a package to restore production and business," he suggested.
Regarding solutions, he proposed that the production recovery package should focus on two main groups: debt forgiveness, debt cancellation, debt grace period and 0% credit loans so that business households can restore operations; at the same time, consider exempting, reducing or refunding taxes for households and businesses in flood-hit areas "who have paid taxes during the year but now natural disasters have caused total loss".
Concerns about social housing progress and gold market management
Delegate Nguyen Thi Viet Nga (Hai Phong) agreed with the great efforts of the banking sector in the context of economic fluctuations, contributing to controlling inflation, stabilizing exchange rates and ensuring system safety.
However, delegates said that there are still some issues that do not fully meet the spirit of the National Assembly's resolutions.
In particular, the delegate emphasized that the disbursement progress of the 500 trillion VND package for social housing is still slow and "not commensurate with expectations". Regarding the reasons given as the lack of projects and procedural problems, the delegate said that this explanation is not complete and not close to the macro-regulatory role of the State Bank.
"People and businesses need to look at the final results, such as whether the capital reaches priority areas and reaches the beneficiaries, not just look at whether we have ready capital sources," she emphasized.

In addition, the Hai Phong delegate also raised concerns about the gold market. According to the delegate, the difference in domestic and international gold bar prices has increased sharply again, which "poses a risk of speculation and market manipulation".
"After amending Decree 24, the State Bank needs to have a clear roadmap to reorganize the gold market, aiming to reduce monopoly, increase healthy competition, prevent price manipulation and most importantly, not let gold price fluctuations cause macroeconomic instability, as the National Assembly has repeatedly requested," she said.
At the same time, she proposed studying the possibility of establishing a centralized gold trading floor with a strict management mechanism, approaching international practices.
