At the meeting, reporting to the Prime Minister on overcoming landslides on national highways and expressways after floods, Minister of Construction Tran Hong Minh said that on national highways that have been decentralized to local management, there are still 8 locations that have not been opened to traffic and a new location that has arisen is being repaired.
Nearly 240 projects started and inaugurated with 1.24 million billion VND
In some locations on the Van Phong - Chi Thanh expressway, heavy rain and floods have caused serious landslides, causing the roadbed to break. The Ministry of Construction has requested units to focus on repairing the situation to complete this expressway before December 30.
"With the expressway projects preparing to open to traffic on December 19, the Ministry of Construction has organized 22 inspection teams to ensure the opening of 3,188km of expressway. Thus, by the end of 2025, the whole country will have completed at least 3,513km of expressway along with 1,701km of coastal road.
In preparation for the commencement of a series of large-scale projects on December 19, the Ministry of Construction has compiled a list of 239 projects registered to commence and be inaugurated on this occasion (152 projects commenced, 87 projects were inaugurated). The total investment value of these projects is about 1.24 billion VND, of which the State budget capital is 545,200 billion VND (44%).
The Minister also added that if Hanoi City registers two more very large projects under the direction of the Prime Minister, namely the Olympic Sports Urban Subdivision Project and the Red River Landscape Avenue Axis Project on December 19, the total value of the projects that start construction/inaugurate will be more than 2 million billion VND.
Reporting to the Prime Minister on the component project 1 of the Lao Cai - Hanoi - Hai Phong railway construction, Minister Tran Hong Minh affirmed: The Ministry of Construction has closely coordinated with the drastic participation of localities in site clearance work to ensure the important Lao Cai - Hanoi - Hai Phong railway project is ready to start construction on December 19.
Regarding the completion of the target of 100,000 social housing units in 2025, according to Mr. Minh, by November the whole country had completed 82,647/100,000 social housing units. It is expected that by the end of December 2025, the whole country will have 102,146 social housing units, reaching 102% of the assigned plan.
At the meeting, the Prime Minister asked the Minister of Construction to answer the question of "whether people can buy completed houses or not" as well as the situation of "brokers" and price increases for social housing that have been reported by the press recently.
Reporting on this issue, Minister Tran Hong Minh affirmed that immediately after the Prime Minister's directive, the Ministry of Construction and localities simultaneously took action to rectify the situation of "brokers" in buying social housing.
Currently, all social housing projects that are eligible for sale are traded publicly and transparently online and in compliance with legal regulations.

Exports to the US have decreased since the imposition of tariffs.
In the field of industry and trade, Minister of Industry and Trade Nguyen Hong Dien said the industry continues to maintain positive growth momentum, despite the context that many localities have been heavily affected by floods and rains, with production and business activities being stagnant for many weeks.
Of which, the entire industrial sector increased by 10.8% over the same period; the processing and manufacturing industry alone increased by 10.6%, the highest increase since the beginning of the term. Regarding import and export up to November 30, the total turnover reached 840 billion USD; trade surplus was 20.53 billion USD.
At this rate, Vietnam could reach about 920 billion USD or higher, thereby being among the 15 countries with the largest trade scale in the world.
With the impact of the US's reciprocal tax, exports to this market in the first 11 months still increased by 27% thanks to previous orders. Especially in the period from January to August, when the tax was not yet applied.
However, Mr. Dien said that since the US imposed tariffs (August 2025), monthly turnover has shown a downward trend: August decreased by 1.97% compared to September; September decreased by 1.5%; October decreased by 1.3%; November decreased by 7.1%. Storms and floods also partly affected the monthly export speed.
Compared to the same period last year, exports to the US still increased: August increased by 18.3%; September increased by 38.5%; October increased by 26.9%; November increased by 23%.
Minister Nguyen Hong Dien proposed focusing on supporting people and businesses to overcome the consequences of storms and floods; promptly completing mechanisms and policies to restore agricultural production and stabilize life; and implementing a "lightning campaign" to rebuild houses for affected families.
Continue to remove difficulties and obstacles for businesses to promote investment and production, especially in areas affected by storms and floods; handle difficulties in administrative procedures, especially those arising in the two-level local government model.
