Initial effectiveness of digital transformation work in the fields of propaganda and mass mobilization

In the context of the fourth industrial revolution spreading strongly, digital transformation is not only an inevitable trend but has become an urgent requirement for all fields, including propaganda and mass mobilization work. For Cao Bang province - a highland and border area with complex terrain and scattered population, promoting the application of information technology and digital transformation is of particular importance in effectively implementing assigned tasks in the fields of propaganda and mass mobilization work.

The conference to study, disseminate and implement newly issued directives, resolutions and conclusions of the Central and the province (phase I/2025) held on February 26, 2025 was held in both in-person and online formats .

Implementing Resolution No. 57-NQ/TW , dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation (hereinafter referred to as Resolution No. 57-NQ/TW); Action Program No. 29-CTr/TU, dated February 23, 2025 of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW; other directive documents of the Central Government and the province; On February 26, 2025, the Provincial Party Committee's Propaganda and Mass Mobilization Commission advised the Provincial Party Committee to organize a conference to study, learn, disseminate, propagate and implement newly issued directives, resolutions and conclusions of the Central and the province (phase I/2025) in the form of direct and online combination at 220 points with 6,453 delegates attending. At the conference, the delegates listened to the Central reporter deploy the content of Resolution No. 57-NQ/TW.

Based on the clear recognition of the importance of digital transformation in propaganda and mass mobilization work, the Provincial Party Committee's Propaganda and Mass Mobilization Commission issued Plan No. 45-KH/BTGDVTU, dated August 18, 2025 on the development of science , technology, innovation and digital transformation in the period 2025 - 2028 and Plan No. 44-KH/BTGDVTU, dated August 15, 2025 on implementing the Movement "Digital Education for All" and the Movement "The whole country competes in innovation and digital transformation" in the period 2025 - 2030; directed the Party Building Commission to proactively advise the Party Committee to promulgate and effectively deploy the Plan to organize the implementation of digital transformation, application of science, technology, innovation in propaganda and mass mobilization work, in accordance with the practical conditions of the locality; Regularly guide and orient information, propaganda and implementation work to quickly bring Resolution No. 57-NQ/TW and directive documents of the Central and the province on digital transformation into life.

In the past time, the digital transformation work at the Provincial Party Committee's Propaganda and Mass Mobilization Department has been directed by the Department's leaders and actively participated in by the staff, civil servants and employees of the Department (100% of the Party members of the Party Cell); The Department has established a digital transformation working group, with one comrade of the Department's leadership as the Team Leader, the remaining members are young cadres and civil servants, capable of understanding, applying and ready to support, guide and deploy the application of information technology and digital transformation to the comrades in the Department in performing the Department's tasks; the tasks and targets of digital transformation are included in the annual work program and plan; regularly check, urge and promptly remove difficulties and obstacles in the implementation process. In general, the leadership and direction of digital transformation has been carried out resolutely and synchronously, creating a clear change in the awareness and actions of the Board's officials, civil servants and employees about the meaning and importance of digital transformation for propaganda and mass mobilization work.

The work of training and fostering to improve the level of information technology and digital transformation for the staff and civil servants of the Board continues to be focused on and implemented; 100% of the staff and civil servants of the Board are trained and fostered in basic knowledge and skills on applying artificial intelligence (AI) in work organized by the Party Central Office; 03 civil servants participate in artificial intelligence training courses in China; provide documents and handbooks on digital transformation compiled and published electronically by the Central Propaganda and Mass Mobilization Department for the staff and civil servants of the Board to proactively research and study; Organizing a thematic activity on digital transformation in propaganda and mass mobilization work to raise awareness and skills in applying information technology for cadres and civil servants.
