Ministry of Finance delegation works in Tuyen Quang province

From December 5 to 6, the Ministry of Finance delegation led by Mr. Nguyen Yen Hai, Deputy Director of the Department of Debt Management and Foreign Economic Relations, implemented a working program in Tuyen Quang province to promote ODA disbursement and coordinate the organization of a training conference on foreign debt management for local authorities in the northern mountainous provinces.

The delegation worked with leaders of the Department of Finance of Tuyen Quang province and representatives of the Project Management Boards using foreign loans of the province to review and evaluate the current status of ODA and foreign loan disbursement in the locality in 2025; analyze and clarify difficulties, obstacles and causes leading to low disbursement rates, thereby proposing specific and feasible solutions to speed up the disbursement progress according to the direction of the Prime Minister.

At the same time, a training course on foreign debt management of local governments of the Northern mountainous provinces was organized at the Conference Hall of the Provincial Foreign Capital Projects Coordination Board. The conference focused on guiding and answering questions related to the establishment, assignment and adjustment of annual debt repayment plans of localities after the merger; reviewing the commitment of localities to inherit debt obligations to re-borrow ODA loans and foreign preferential loans after the merger; sharing experiences in implementing projects using foreign loans in the context of implementing 2-level local governments; information work, reporting of disbursement data, re-lending, debt collection of localities.

During the working trip, the delegation inspected a number of ODA-funded projects being implemented in Tuyen Quang province to grasp the situation, assess the construction progress and actual disbursement capacity. At the same time, the delegation discussed with investors about difficulties and problems arising during the implementation process, as a basis for the Ministry to direct, urge disbursement and improve the efficiency of ODA capital use.
