The delegation offered incense at Tan Trao Communal House, where on August 16-17, 1945, the National Congress met to approve 10 major policies of the Viet Minh, set the National Flag, National Anthem and elected the Vietnam National Liberation Committee, i.e. the Provisional Government with leader Ho Chi Minh as President... The Tan Trao National Congress had a decisive significance in deciding the fate of the nation, and was a very important preparation step for the first General Election of the Democratic Republic of Vietnam, on January 6, 1946.

At the Memorial Site of President Ho Chi Minh and revolutionary predecessors, the Delegation offered incense to commemorate and pay tribute to the revolutionary predecessors - the excellent students of President Ho Chi Minh, the steadfast and indomitable communist soldiers who fought all their lives for national independence, national reunification, and for the freedom and happiness of the people.
