Causes of damage when hydroelectric power plants discharge floodwaters
Recently, looking at the development of hydropower, especially small hydropower with the consequences of flood discharge, Mr. Tri suggested that the National Assembly and the Government need to consider. Because electricity development must not only ensure safety, not harm the environment, security and national defense, but more importantly, hydropower must not harm people, not affect human life.
Analyzing this, delegate Tri said that the hydroelectric reservoir must have a large enough capacity - based on the safe amount of rainwater from 200 years or more. Operation must be ensured during the rainy season, the reservoir can only store up to 50% of its capacity.
At the same time, the reservoir must use the bottom discharge gate reasonably to discharge floodwaters; have a firm grasp of weather forecasts; do not discharge floodwaters when the water level in the downstream is high; only discharge when the water level has not yet overflowed the banks causing flooding downstream. Delegates believe that if all of the above issues are done well, the safety of the hydroelectric reservoir will basically be guaranteed.

At the same time, small reservoirs do not have enough storage capacity to regulate floods. When it rains heavily, water flows in rapidly, the reservoirs fill up quickly, forcing them to release floodwaters, which can easily cause "flash floods". The operating procedures and flood release notices are sometimes carried out "unexpectedly and untimely", leaving people downstream without time to evacuate and take precautions.
Continuing to reiterate the view that this important resolution does not mention anything about hydropower, especially planning and measures to limit the harmful effects of small and medium hydropower, Mr. Tri expressed concern that according to the electricity planning, there will be about 200 small and medium hydropower plants approved.
Need to review small and medium hydropower plants
Therefore, considering that the resolution has not really paid due attention to small and medium hydropower plants and the safety of the people and community, delegate Tri suggested that it is necessary to review all small and medium hydropower plants in our country to overcome the causes of flood discharge that cause bad consequences.
Any hydropower plant that cannot be repaired should be shut down. Hydropower plants that discharge floodwaters and cause damage to people must be compensated appropriately; those that cause harm to people's lives must be prosecuted criminally.
It is necessary to review all approved small and medium hydropower projects in all issued decisions and not allow small hydropower projects in mountainous areas with steep terrain and many streams; there is no advanced and safe operating process with the view of limiting small hydropower projects in our country.
"If possible, the government should invest heavily in building very large hydropower plants. Instead of building small hydropower plants, we should build wind and solar power, which are renewable energy sources in which Vietnam has many advantages. If we build hydropower plants, they must be safe. If they are not safe, we definitely should not do it," Mr. Tri raised the issue.
Explaining this content, Minister of Industry and Trade Nguyen Hong Dien said that based on the opinions of delegates, the subjects in the draft will be expanded. However, for small hydropower, the relevant legal regulations are quite complete, while this is not an urgent project. Therefore, this content will be proposed and amended in the Electricity Law 2026.
