Accordingly, the subjects of application of the regulation include: Vietnam Fatherland Front Committee of Hanoi city; departments, branches and sectors; People's Committees of communes and wards; agencies and units under Hanoi city; agencies and units jointly managing in Hanoi city and related organizations and individuals; individuals who are Vietnamese, Vietnamese residing abroad and foreigners meeting the prescribed standards.

Regarding the awarding principles, the title "Good people, good deeds" is regularly awarded at all levels; ensuring publicity, fairness, accuracy and timeliness; ensuring the principle of gender equality; closely combining spiritual encouragement with material benefits.

The title "Good person, good deed" can be awarded multiple times to an individual with different good deeds. The level of influence of the good deed will be considered for awarding the title "Good person, good deed" at that level. Posthumous awarding is not applicable.

Individuals under the direct management of a locality, agency or unit, or individuals with good work in a field or locality, will be considered by that locality, agency or unit to be awarded or recommended to superiors to be awarded the title "Good person, good deed".

When localities, agencies and units consider awarding or proposing superiors to consider awarding the title "Good person, good deed" to individuals with good work in their field or locality, but that individual is not under their management, they must follow the procedure of seeking opinions from the localities, agencies and units managing that individual.

For individuals who are heads of enterprises, cooperatives or other economic organizations, such enterprises, cooperatives or economic organizations must ensure that their operations comply with the provisions of law.

The title "Good people, good deeds" is awarded to individuals who meet the following criteria: Well complying with the Party's guidelines and policies and laws of the State; having good actions and good deeds, bringing benefits to the people, localities, agencies, units, communities and society, having the ability to spread for everyone to learn and follow.

The City People's Committee requests the Vietnam Fatherland Front Committee of Hanoi City; departments, branches, sectors; communes, wards; agencies, units under the city; agencies, units in charge of the city are responsible for serious implementation. At the same time, strengthen propaganda work; regularly discover, commend, and reward promptly; actively introduce good people and good deeds for the city to reward.
