Major General, Dr. Nguyen Xuan Bach, Political Commissar of the Border Guard Academy, Project Leader, and Head of the Survey Team, chaired the seminar; Lieutenant Colonel Nguyen Vu Hop, Deputy Political Commissar of the Border Guard Command of Dong Thap province, co-chaired the seminar.

In his opening remarks at the seminar, Major General, Dr. Nguyen Xuan Bach affirmed that in recent years, the work of mobilizing ethnic minority people to participate in protecting the national border in Border Guard units in general, and the Border Guard of Dong Thap province in particular, has achieved many positive results, with many good programs, activities, models, and creative and effective approaches, making an important contribution to fulfilling political tasks and firmly protecting national territorial sovereignty and border security.

At the seminar, leaders of the Dong Thap Provincial Border Guard Command and other agencies and units provided and exchanged information on the situation of mobilizing ethnic minority communities; the results of leadership and guidance from Party committees and commanders at all levels; the advisory and coordination work of the units; many good models and effective methods; lessons learned; influencing factors, predictions, and assessments; and proposed solutions and recommendations to improve the quality of mobilizing ethnic minority communities to participate in protecting the national border by the Border Guard Command in general and the Dong Thap Provincial Border Guard Command in particular.

Concluding the seminar, Major General, Dr. Nguyen Xuan Bach emphasized that improving the quality of mobilizing ethnic minority communities to participate in border protection is a strategic, long-term solution to building a solid all-people border defense posture. The content exchanged and provided at the seminar is of great importance, serving as a basis for the Ministry of National Defense's research team to supplement arguments and refine the draft of the research project.
