The Ministry of Defence 's AI plan focuses on five major areas, including: building a legal and policy framework to promote AI research, development, and application; building high-performance computing and data infrastructure; deploying AI applications; implementing AI research and development tasks; and training and developing AI human resources.

Starting in 2025, agencies and units will implement the practical application of 3 AI products in digital transformation and management; 2 science and technology tasks researching the application of AI; develop a Ministry of National Defense-level science and technology program "Research and development of AI for military and national defense purposes until 2030"; and develop a plan to establish a key research center on AI and data science within the Ministry of National Defense.
Based on the central report and the participating opinions, concluding the conference, Lieutenant General Le Huy Vinh emphasized that the deployment of AI research, development, and application within the Ministry of National Defense aims to promote AI research, development, and application throughout the military; build a strong, self-reliant, secure military AI ecosystem for research, development, and application, and ensure safety, closely integrated with the national AI ecosystem.

To accelerate the research and application of AI for military and defense activities, Lieutenant General Le Huy Vinh requested that the tasks of researching, developing, and applying AI be carried out synchronously, uniformly, and with a focus on AI applications that can be immediately implemented in medical examination and treatment at military hospitals, education and training at military schools, training, management, command and control, and digital transformation.
General Le Huy Vinh instructed the Department of Military Science (Ministry of National Defense) to take the lead and coordinate with relevant agencies and units to urgently complete the Ministry of National Defense's AI Plan in accordance with the National AI Strategy, meeting the requirements and tasks of national defense in the new situation; creating breakthroughs in the modernization of weapons and equipment, and enhancing the capacity and effectiveness of military and national defense operations. At the same time, it is to advise and propose mechanisms and policies to promote research, development, and application of AI throughout the military; and guide agencies and units in proposing and implementing a number of scientific and technological tasks related to mastering and developing AI foundational technologies.

In addition, the Military Industry and Telecommunications Group (Viettel), the Military Technical Academy, the 86th Command, and other relevant agencies and units need to actively and proactively implement the key tasks identified in the Ministry of National Defense's AI Plan, ensuring efficiency, safety, and confidentiality, in the spirit of "clear responsibilities, clear tasks, clear timelines, clear accountability, clear products, and clear authority".
