According to Ms. Hanh, that morning, while rushing to send money to a relative, she mistakenly selected the wrong bank in the transfer application, resulting in a large sum of money being sent to the wrong account of an unknown person. The incident caused her great anxiety, as she was unable to identify the recipient or their location at the time.

Regarding Lieutenant Colonel Tran Viet Phuong, upon receiving the money from an unknown source, he proactively checked the transaction, reported the incident to his unit commander, and requested the bank's cooperation in verifying the information of the person who mistakenly transferred the money.

Through the bank, Lieutenant Colonel Tran Viet Phuong contacted Ms. Hanh on the afternoon of December 11th; he also requested her to come to the citizen reception room at the headquarters of the Vietnam Coast Guard to verify and compare her personal documents and return the money in the presence of a representative from the unit.

Upon receiving the money back, Ms. Hanh expressed her gratitude and deep appreciation to Lieutenant Colonel Tran Viet Phuong and the Vietnam Coast Guard. She shared: "Lieutenant Colonel Phuong's actions not only helped me stabilize my emotions after mistakenly transferring a large sum of money, but also demonstrated the integrity and humanity of the soldiers in the armed forces."

The actions of Lieutenant Colonel Tran Viet Phuong demonstrated honesty, responsibility, and the Vietnamese tradition of "loving others as oneself"; at the same time, it contributed to spreading the noble qualities of the Ho Chi Minh's soldiers - the Coast Guard soldiers - in the hearts of the people, qualities that every Coast Guard officer and soldier strives to preserve and promote.
