At the meeting on November 28, 2025, after reviewing the Submission of the Standing Committee of the Party Committee of the Supreme People's Court on the Project to study the establishment of a specialized court at the International Financial Center, the Politburo concluded as follows:

1. Basically agree on the policy on the Project to study the establishment of a specialized Court at the International Financial Center submitted by the Party Committee of the Supreme People's Court, specifically as follows:

1.1. Establish a specialized Court at the International Financial Center under the People's Court system located in Ho Chi Minh City to resolve disputes and requests at the International Financial Center.

1.2. The specialized court at the International Financial Center, part of the People's Court system, is organized according to a modern, professional, and advanced model, conforming to international standards and practices. Its function is to resolve disputes and claims related to investment and business activities at the International Financial Center; further research will be conducted to expand its jurisdiction to include other disputes and claims arising at the International Financial Center when conditions permit; and it will have a unique, superior dispute resolution mechanism that is compatible with international standards and practices and suitable to the conditions of Vietnam.

1.3. Regarding the source of appointment of Judges: Agree to implement the direction that the source of appointment of Judges for trial at specialized Courts includes foreign Judges and Vietnamese Judges who meet the standards and conditions as prescribed.

1.4. The People's Procuracy does not participate in supervising the activities of specialized courts. In cases involving public interest or the interests of the State, the matter shall be resolved in the People's Courts in accordance with current laws. The Party Committee of the Supreme People's Court shall study and propose solutions to address difficulties, obstacles, and issues unfavorable to Vietnam arising in specialized courts.

2. Assign the Party Committee of the National Assembly and the Party Committee of the Supreme People's Court to lead and direct the research, development and submission to the National Assembly for promulgation of the Law on Specialized Courts at the International Financial Center to institutionalize this policy.

3. Party committees and organizations at all levels, based on their assigned functions and tasks, shall lead and direct the establishment and organization of specialized courts, in synchronization with the implementation of the International Financial Center in Ho Chi Minh City and Da Nang according to the Politburo's policy.

4. The Party Committee of the Supreme People's Court shall preside over and coordinate with relevant agencies in implementing the contents of the Project and the Conclusion of the Politburo; any difficulties and problems arising shall be reported to competent authorities for consideration and resolution according to regulations.
