Key development projects
Accordingly, the Quang Tri Provincial People's Committee held a working session with the Vietnam Electricity Group on the progress of projects under the Quang Trach Power Center, the Quang Tri Thermal Power Plant project, and organized a ceremony to present the decision approving the investment policy for the Quang Trach III LNG Thermal Power Plant Project.
Attending the ceremony were representatives from the leadership of Quang Tri province; representatives from the leadership of various departments and agencies of Quang Tri province; and leaders of the Party Committee and government of Phu Trach and My Thuy communes, Quang Tri province. Also present were representatives from Vietnam Electricity Group (EVN), along with representatives from the Group's functional departments and the Electricity Project Management Board 2.
The Quang Trach III LNG Thermal Power Plant project, part of the Quang Trach Power Center, is included in the revised Power Development Plan VIII, approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15, 2025, on the adjustment of the National Power Development Plan for the period 2021-2030, with a vision to 2050. The project has received investment approval from the Quang Tri Provincial People's Committee, along with approval of the investor, Vietnam Electricity Group (EVN), in Decision No. 1678/QD-KKT dated December 1, 2025.
Representatives from the Quang Tri Provincial People's Committee and the Quang Tri Provincial Economic Zone Management Board presented the decision approving the investment plan for the Quang Trach III Thermal Power Plant Project.
Speaking at the ceremony, Mr. Hoang Nam, Permanent Vice Chairman of the Quang Tri Provincial People's Committee, said: "After a period of dedicated collaboration, all procedures have now been completed to grant the investment approval for the Quang Trach III LNG Thermal Power Plant project. This is a very important project for the socio-economic development of the locality and contributes to ensuring national energy security. We highly appreciate the support of the Vietnam Electricity Group and the efforts and responsibility of the local departments and agencies of Quang Tri province, especially the Economic Zone Management Board, the Department of Finance, the Department of Industry and Trade, the Department of Agriculture and Environment, along with the locality where the project is located."
The Quang Trach III LNG Thermal Power Plant project covers a total area of approximately 74 hectares, including about 54.77 hectares of land and about 19.23 hectares of water surface, located in Phu Trach commune, Quang Tri province (formerly Quang Dong commune, Quang Trach district, Quang Binh province). The project utilizes combined-cycle gas turbine technology with a capacity of 1,500 MW; the preliminary total investment is VND 41,826 billion, using capital from EVN (20%) and domestic commercial loans (80%) financed by the Vietnam Foreign Trade Commercial Bank (Vietcombank). Currently, the Vietnam Electricity Group/Power Project Management Board 2 is accelerating the preparation of the Feasibility Study Report for submission to the Provincial People's Committee for appraisal and approval.
Expectations are high, creating strong growth momentum for the province.
According to a representative of the Quang Tri Economic Zone Management Board, recognizing this as a key project, the Board has promptly organized the appraisal and solicited opinions from departments, localities, and central ministries and agencies regarding the application for approval of the investment policy.
Reportedly, the project took 8 months from the planning stage to the approval of the investment policy, including approximately 2.5 months for appraisal and approval. This is arguably one of the fastest-approved LNG power plant projects in the country. This also demonstrates the determination of the Vietnam Electricity Group (EVN) and Quang Tri province.
According to representatives of the Vietnam Electricity Group, the awarding of the Decision approving the investment plan for the Quang Trach III LNG Thermal Power Plant is of special significance to Quang Tri province and the national energy sector. This event not only affirms the development orientation of Quang Tri into a new energy center of Central Vietnam, but also marks an important milestone in the implementation of key projects under the Quang Trach Power Center.
Upon completion, the Quang Trach III LNG Thermal Power Plant will contribute to ensuring national energy security, especially during the 2031-2035 period when the demand for electricity in the North will increase significantly; and at the same time, enhance the safety and stability of the entire power system in accordance with the objectives of the revised Power Development Plan VIII.
The project is also expected to create a strong economic growth impetus for Quang Tri province and the North Central region by contributing approximately 1,200 billion VND annually to the budget, creating stable jobs for local workers, promoting the development of supporting industries, and attracting more large investors.
Furthermore, the synchronized application of modern environmental treatment technologies according to Vietnamese and World Bank standards demonstrates the investor's clear commitment to sustainable and transparent development, ensuring a harmonious balance between economic development and environmental protection. This event also shows the proactive and decisive approach of Quang Tri province in supporting investors, resolving difficulties, and creating a favorable investment environment, thereby strengthening the confidence of the business community in the locality.
The Quang Trach Power Center, with a capacity of approximately 4,500 MW, includes the Quang Trach I Thermal Power Plant, the Quang Trach II LNG Thermal Power Plant, and the Quang Trach III LNG Thermal Power Plant. Once operational, each plant will supply the national power grid with approximately 9.1 billion kWh of electricity annually, contributing to national energy security and enhancing the safety and stability of the power system.
