Tycoon Duong 'Beer' proposes a multi-tiered infrastructure model: Highway - Railway - Social Housing

(CLO) Hoa Binh Company for the Disabled Veterans recently announced the results of load testing for a multi-layered integrated "Highway and Urban Railway" model at 321 Vinh Hung (Hanoi).

This is a completely new urban infrastructure model, appearing for the first time in Vietnam, simultaneously combining expressways, urban railways, commercial spaces, and social housing areas on the same structural axis.

The verification was conducted by the Center for Science, Technology and Investment Consulting – Da Nang University of Technology, under the chairmanship of Professor, Dr. Nguyen Lan.

Load test results show that, with a configuration of 1 urban railway lane and 1 motor vehicle lane, the structure can withstand earthquakes above magnitude 8, and withstand 250 tons of repeated impact forces 10 times, while the Vietnamese standard is 180 tons; the measured deflection is less than 1 mm, much lower than the 12.5 mm specified in the standard.

In the configuration of 2 railway lanes and 2 motor vehicle lanes, the load-bearing and earthquake resistance capabilities remain the same while the deflection is reduced to only 0.5 mm.

The unique feature of this model is its four-story structure, which was constructed, assembled, concreted, and load-tested in just 10 days. It measures 31 meters in length, 21 meters in width, and requires a maximum of 50 workers. The structure has a lifespan of over 150 years, significantly longer than the 100-year standard in Vietnam.

According to Nguyen Huu Duong, Chairman of Hoa Binh Group, also known as Duong "Beer" tycoon, this is the most unique superstructure model in the world: a high-speed railway underneath and social housing built on top.

Level 1 houses the rainwater drainage and supply system. Level 2 serves a two-lane urban railway or two-lane highway along with a commercial system.

Level 3 houses the urban railway system, while levels 4, 5, and 6 are social housing, meeting all fire safety and noise level standards in Vietnam. When vehicles pass below, the measured sound level is below 35 dB, significantly lower than Vietnam's permitted nighttime noise level of under 51 dB.

"This model boasts the fastest construction speed, lowest investment cost, and highest level of environmental friendliness among highway and urban rail projects globally. This technology has been registered as intellectual property in Vietnam and is in the process of being registered in Europe and internationally," Mr. Duong stated.

Following the load test results, the company will submit a document to the Central Steering Committee on Science, Technology, Innovation and Digital Transformation to propose a pilot model on the 32-kilometer stretch of road from the National Convention Center to Lang - Hoa Lac, with a 20-meter-wide median strip.

The company estimates that it is possible to build 3 to 5 floors above ground, creating a social housing fund of 60,000 to 100,000 units. According to the traditional plan, Hanoi would have to allocate 62,000 billion VND for this line and take 5-7 years to construct.

However, with this model, the time is shortened to about one year, and the State does not have to spend budget funds; it can even collect 3,000 billion VND in VAT from the sale of social housing.

The expected selling price is 25 million VND/m2, of which construction costs are only about 12 million VND; the difference will be used to cover the cost of road construction. Thus, the smallest house will cost just over 1 billion VND.

Addressing concerns about whether bringing tens of thousands of residents to the transportation axis could put pressure on social infrastructure, Mr. Duong affirmed that the model has integrated all educational, medical, and commercial amenities along the same axis, minimizing the need for residents to travel.

Thanks to its proximity to the urban railway, residents of social housing do not need to use private vehicles, thereby reducing traffic congestion and air pollution – one of Hanoi's serious problems.

"Currently, no country in the world has built a similar model, not even Japan. After the pilot project is introduced, the company plans to invite embassies to visit and is ready to transfer the technology if needed," the wealthy businessman Duong "Beer" confidently asserted.
