Ho Chi Minh City accelerates disbursement of public investment funds for key projects.

(HTV) - Ho Chi Minh City is accelerating the disbursement of public investment capital for key projects such as the An Phu Interchange and National Highway 50, aiming to achieve a rate of over 90% by the end of the year thanks to continuous overtime and shift work at the construction sites.

The An Phu Interchange project this year has been allocated over 300 billion VND in public investment capital, and to date, the disbursement rate has reached over 50%. The investor's goal is to achieve at least 90% disbursement by the end of the year, and it is hoped that the maximum planned amount will be reached, as the disbursement volume will be concentrated in the two months before the Lunar New Year.

Mr. Pham Truong Giang, Deputy Head of the Road Project Management Board II, said: “Currently, disbursement does not follow a fixed order; whenever any work is completed, funds are disbursed promptly to the contractor to meet the daily construction volume requirements. In the future, to ensure the disbursement plan is met, the investor and the supervisory consultant will require the contractor to maximize manpower and equipment, increase shifts and work schedules to ensure there is no downtime on the construction site, and to make the most of every available moment for construction.”

Currently, the HC1-02 underpass has completed 4 out of 21 tunnel sections, and the N2 bridge branch has reached over 90% completion.

Mr. Nguyen Hong Dinh, the project manager of the An Phu Interchange construction contractor, shared: “The HC1-02 underpass is entering its final stages. The contractor is determined to deploy machinery, equipment, and personnel, and increase shifts to ensure the project is completed and open to traffic before Tet (Lunar New Year). All remaining tunnel sections have had their bracing systems completed, and construction is progressing very well. Regarding project disbursement, the contractor is also determined to accelerate the work volume to meet the disbursement schedule and the investor's requirements.”

At the National Highway 50 expansion project, construction units are also accelerating work to officially open the road for technical traffic by the end of this year. The project currently has over 60% of its funds disbursed and 90% of its construction completed. Machinery, equipment, personnel, and construction teams have been deployed at three to four times the previous level.

Mr. Nguyen Hoang Phuc, a technical officer at the contractor for the National Highway 50 project, stated: “We will strive to complete the project and open all sections of the road to traffic before the Lunar New Year. Currently, we are focusing on the finishing touches, such as laying crushed stone for the final layer, then asphalt paving, and sidewalk construction. The contractor aims to complete the project ahead of schedule, by 10% or one month, compared to the investor's requirements.”

Mr. Nguyen Xuan Nam, Chief Consultant of the National Highway 50 Expansion Project, further informed: “All supervisory personnel on the construction site are deployed across all construction fronts to accommodate the contractor's work. The contractor is currently deploying approximately seven construction fronts, and all fronts have sufficient personnel to supervise the construction process continuously in three shifts.”

Mr. Nguyen Van Hoa, a specialist from the Road Project Management Board 4, shared: "We regularly urge contractors to increase manpower and machinery, and increase shifts to compensate for time delays affecting the progress, in order to ensure the disbursement schedule is met."

Mr. Le Ngoc Hung - Deputy Director of the Investment and Construction Management Board of Transportation Projects of Ho Chi Minh City

To expedite year-end disbursement, Mr. Le Ngoc Hung, Deputy Director of the Ho Chi Minh City Investment and Construction Management Board for Transportation Projects, affirmed: “With less than two months remaining until the end of the year, we have urged the units to immediately and quickly complete the documents as determined and confirmed by the supervisory consultants. As the investor, we will also carry out the procedures to ensure that the documents are ready for submission to the treasury within approximately four working days. This will ensure quick disbursement of payments to contractors.”

In 2025, the Ho Chi Minh City Project Management Board for Investment and Construction of Transportation Works was allocated approximately 17,000 billion VND in public investment capital. Currently, the Board has disbursed about 58%, and is expected to reach over 90% by the end of this year.
