TPO - While Ba Ria - Vung Tau province has almost completed the land handover, with only 4 households remaining in Phu My town, Dong Nai province has yet to complete the land survey.
The place is nearing completion.
Ba Ria City (Ba Ria - Vung Tau province) has just released a report summarizing the compensation and land clearance work for component 3 of the Bien Hoa - Vung Tau expressway, phase 1, the section passing through this locality.
According to Mr. Tran Thanh Dung, Chairman of the People's Committee of Ba Ria City, in order to hand over the land for component project 3 of the Bien Hoa - Vung Tau expressway, phase 1, Ba Ria City has issued a decision to reclaim land from 151 households, individuals, and organizations with an area of nearly 22 hectares and approved a compensation budget of 318 billion VND.
Currently, all cases in the city where land was reclaimed have resulted in the demolition of houses, relocation of structures, and handover of the land to the project. Of these, 149 cases have received compensation, while one household located far away has not yet arranged a time to receive it, and one case is awaiting approval for additional funding.

Component 3 of the Bien Hoa - Vung Tau Expressway, Phase 1, involves 20 cases with 29 resettlement plots. Ba Ria City has allocated these plots in the resettlement areas of Hoa Long commune and Long Tam ward, in line with the general policy of providing better living conditions in the new location than the old one, and all cases have agreed to accept the land.
In Phu My town, Mr. Nguyen Van Tham, Chairman of the People's Committee of Phu My town (Ba Ria - Vung Tau province), said that currently only 4 households have not yet handed over their land. These four households have only a small remaining area, and it is expected that the land acquisition process will be 100% completed by April 2024. Phu My town has also made thorough preparations for resettlement, ensuring that those who give up their land for the project will have stable housing and a place to live and work.
Mr. Nguyen Van Trinh, Director of the Cai Mep - Thi Vai Port Area Transportation Project Management Board, said that the project includes one construction package (package No. 11 - construction and equipment) being implemented by a consortium of contractors including Son Hai Group Co., Ltd. - 479 Hoa Binh Joint Stock Company - 703 Investment and Construction Joint Stock Company. It is expected that component project 3 will be completed 3 months ahead of schedule.
To date, along the entire route (19.5 km long, with 11 bridges and 1 pedestrian underpass), the consortium of three contractors is simultaneously deploying multiple construction teams. The consortium has mobilized 350 pieces of equipment and 500 personnel to implement 15 construction teams.
A chaotic place
In Dong Nai province , the Dong Nai Provincial Project Management Board for Compensation, Land Clearance and Resettlement Support reported that 2,481 land acquisition notices have been issued for the section of the Bien Hoa - Vung Tau expressway project passing through Long Thanh district. The remaining 112 land parcels lack sufficient information about the landowners.

According to the Long Thanh District People's Committee, the Bien Hoa - Vung Tau expressway passes through the district for approximately 28 km, requiring the acquisition of nearly 230 hectares of land. To date, the Long Thanh District People's Committee has approved compensation and support plans for 115 cases, covering an area of over 60 hectares. The locality has also handed over approximately 27 hectares to the investors for construction.
Regarding the section passing through Bien Hoa City (approximately 6 km), the Dong Nai Provincial Project Management Board for Compensation, Land Clearance and Resettlement Support stated that Bien Hoa City has approved compensation and support plans for 34 cases covering an area of over 6 hectares and has posted compensation and support plans for 51 cases.
As of mid-March 2024, the total area of land handed over to the investor for project construction is 10.5 hectares. The most difficult challenge currently in land clearance for the Bien Hoa - Vung Tau expressway project is determining the origin of land parcels and assigning ownership to some parcels in Bien Hoa, as the boundaries of land acquisition maps for some parcels in Long Thanh district have changed and require adjustment.
Assessing the progress of land clearance for the project, Vice Chairman of the Dong Nai Provincial People's Committee Vo Van Phi stated that it is still very slow. To date, the land survey has not been completed. Therefore, the relevant units must develop a coordination mechanism, specifying the implementation process and clearly defining the responsibilities of each individual. This will avoid a "sluggish" approach to task execution that slows down the overall project progress.

According to the acting Chairman of the People's Committee of Dong Nai province, Vo Tan Duc, the locality has committed to the Prime Minister to complete the land clearance work for the Bien Hoa - Vung Tau expressway project before June 30th, working urgently and without hesitation, even on Saturdays and Sundays.
Regarding the coordination issues between the Dong Nai Provincial Project Management Board for Land Compensation and Resettlement Support and the Phuoc Tan Ward People's Committee, Mr. Duc instructed the Department of Internal Affairs to conduct an inspection of official duties to handle the officials involved. If the poor coordination is due to the ward, the Department of Internal Affairs should immediately advise on a decision to transfer the Ward People's Committee Chairman to another position and appoint another official to replace him.
The Bien Hoa - Vung Tau expressway project has a total length of 53.7 km (34.2 km through Dong Nai province and 19.5 km through Ba Ria - Vung Tau province), a design speed of 100 km/h, and a scale of 4-6 lanes in phase 1. The completion and expansion phase will have 6-8 lanes.
The total investment for the project is nearly 18,000 billion VND, comprising 3 component projects. Implementation will begin in 2022, be substantially completed in 2025, and put into operation from 2026.
Specifically, component project 1, spanning 16 km, is managed by the People's Committee of Dong Nai province with a total investment of VND 6,012 billion. Component project 2, over 18 km long, is managed by the Ministry of Transport with a total investment of VND 6,852 billion. Component project 3, approximately 19.5 km long, is managed by the People's Committee of Ba Ria - Vung Tau province with a total investment of VND 4,964 billion.
