Recently, there has been an increasing trend of individuals exploiting information and data related to land data updates to commit fraud and embezzle property, with increasingly sophisticated and complex methods targeting the anxiety and lack of legal knowledge of some people.

Most recently, information that each property would be assigned an electronic identification code was quickly exploited by scammers to set up online fraud schemes. While away on a business trip, a woman received a call from an acquaintance who was renting her apartment, informing her that a ward official had contacted her to complete the property declaration procedures for obtaining an identification code. Trusting her acquaintance, the victim called back the provided number and was offered a video call for easier guidance. During the declaration process, the victim was instructed to link her bank account to pay taxes online. At the final step, a facial scan, all of the money in her account, over 400 million VND, was withdrawn.

Decree 357 stipulates the construction of a housing and real estate market data system, including properties such as detached houses, apartments, and products within projects, which will have electronic identification codes from March 1, 2026. However, the implementation of this policy is being carried out by specialized agencies according to a planned schedule.

Mr. Ngo Minh Hieu - Director of the Chongluadao.vn Project, said: "When new government policies are implemented, people should only consult and work with official agencies, not follow instructions from strangers, especially not link bank accounts or transfer money as requested via phone, Zalo, or QR code that show signs of property theft or entice us to install applications from unknown sources to gain control of our phones."

Fraudulent schemes will continue with new and more sophisticated scenarios. Therefore, people need to be more vigilant. When noticing signs of fraud, people should remain calm, not follow instructions, and proactively contact authorities for verification and timely intervention.
