On the morning of July 3rd, information from the Ha Tinh Department of Finance indicated that the unit had just issued Decision No. 4748/QD-STC regarding the termination of operations of the Thach Khe iron ore mining and processing investment project (Thach Khe Iron Mine Project).
The project was granted Investment Certificate No. 28121000037 by the People's Committee of Ha Tinh province on December 24, 2008, to Thach Khe Iron Joint Stock Company. The enterprise operates under Business Registration Certificate No. 3000408242 issued by the Business Registration Office under the Department of Planning and Investment of Ha Tinh (now the Department of Finance of Ha Tinh) on April 2, 2007, with the 5th amendment registered on October 15, 2025.

According to the decision, the project was terminated because, after 24 months from the completion date of the objectives specified in the Investment Certificate, the investor still failed to achieve the operational objectives and did not fall under the cases eligible for schedule adjustment as stipulated. The termination of the project falls under the case specified in point b, clause 2, Article 36 of the Investment Law No. 143/2025/QH15 dated December 11, 2025.
Along with the termination of the project, the Department of Finance revoked Investment Certificate No. 28121000037 issued on December 24, 2008. Thach Khe Iron Joint Stock Company is responsible for carrying out procedures to handle invested capital and assets, liquidate the project, and fulfill the investor's obligations as prescribed by law.
The Thach Khe iron mine project is being implemented in the area of 5 communes of the former Thach Ha district, now belonging to the communes of Thach Khe, Dong Tien and Thach Lac.
Between 2008 and 2011, the investor conducted technology trials, excavating approximately 12.7 million cubic meters of overburden to a depth of 34 meters below sea level and recovering about 3,000 tons of ore. However, from 2011 to the present, the project has not commenced mining operations but has only carried out some administrative procedures.
The project was terminated following directives from the Central Government and the Government to definitively resolve long-standing issues.

Previously, on April 21, 2026, during a visit to Ha Tinh province, General Secretary and President To Lam requested the Government to direct ministries and agencies to consider and definitively resolve the province's requests related to the project by May 2026 in order to remove difficulties and obstacles for the locality.
Subsequently, on June 14, 2026, the Government Office issued Document No. 2582/VPCP-CN conveying the opinion of the Standing Deputy Prime Minister, agreeing on the principle of terminating the Thach Khe iron mine project based on the proposal of the Ministry of Finance and the People's Committee of Ha Tinh province, along with the conclusions of competent authorities.
The official termination of the project brings to a close a large-scale mining project that had been stalled for many years, and provides a legal basis for Ha Tinh to continue addressing outstanding issues related to land and assets, as well as outlining the future use of the mining area.
