Putting policies into practice.
According to the report, the province has five ethnic groups recognized as very small ethnic minorities: Pa Then, Lo Lo, Bo Y, Pu Peo, and Co Lao; with a total of 16,548 people, accounting for 1.4% of the province's total population.
Localities within the province have implemented comprehensive and focused support policies across many sectors. These policies concentrate on five main areas: cultural preservation; socio-economic development; improving the quality of education and healthcare; cadre training; and prioritized budget investment. Notably, ethnic minority groups with very small populations benefit from numerous preferential mechanisms within the National Target Program for socio-economic development in ethnic minority and mountainous areas, and have separate, exemplary projects such as the Project for the Preservation and Development of Several Very Small Ethnic Minority Groups in the period 2021-2030.
During the period 2020-2025, Tuyen Quang province allocated over 9.4 trillion VND to implement 10 projects under the National Target Program. Among these, the National Target Program for Sustainable Poverty Reduction has yielded positive results. From 2021 to 2024, the poverty rate among ethnic minorities decreased from 37.31% to 16.04%, an average annual reduction of 7.09%. In addition, Project 9: the project on investment in the development of very small ethnic minority groups and those facing significant difficulties, has been effectively implemented. In some communes with very small ethnic minority populations, such as Lung Cu, Pho Bang, and Lung Phin, over 100 billion VND has been invested in implementing projects such as: investing in 15 infrastructure projects serving production and daily life; and implementing projects to create livelihoods and develop the economy for 213 beneficiary households. Chang Lo village in Thang Mo commune has 18 households with 91 Pu Peo people. The Pu Peo community here mainly relies on farming for their livelihood, and most households are classified as poor. However, the village has now been transformed with sturdy concrete roads, and children are able to attend school. Along with economic and cultural development policies, the people also receive support in restoring and maintaining the Forest God and Water Source Worship Festival at the beginning of the new year.
Like the Pu Péo people in Thắng Mố, the Pà Thẻn ethnic minority people in Minh Quang commune are also changing day by day thanks to the practical support policies of the Party and the State. The commune has 124 households with 605 Pà Thẻn people, accounting for 3.05% of the total population of the commune. Of these, Thượng Minh village has 114 households with 514 people. Comrade Làn Văn Lâm, Secretary of the Party Branch of Thượng Minh village, said: The people in the village mainly work in agriculture , planting acacia trees. Since receiving support from the Party and the State, each household has been given a breeding buffalo or cow. To date, some households have developed their livestock herds and have stable incomes. In addition, the people also participate in classes teaching traditional culture such as brocade weaving and folk singing. This allows them to both develop their economy and preserve their ethnic culture.
The significant changes in the lives of ethnic minority groups are vivid evidence of the effectiveness of ethnic policies. These policies are not only about material support, but also about showing concern, recognizing their potential, and providing opportunities for fair and sustainable development. Appropriate policies, combined with fostering the inherent strengths of ethnic minority communities, will be key to improving their quality of life and preserving their cultural identity.
