
These days, alongside the urgent and serious atmosphere in implementing political and professional tasks, units and localities in the province are focusing resources on carrying out activities to care for workers and people during Tet (Lunar New Year), with a particular focus on poor households, policy beneficiary families, disadvantaged households, and vulnerable groups in society. Currently, various organizations have developed plans to organize Tet and spring celebration activities in their areas; focusing on mobilizing social resources to care for, support, visit, and give gifts to poor households, near-poor households, newly escaped poverty households, and those with difficult circumstances.
In particular, the Provincial Labor Union, in coordination with relevant units, organized activities for union members and workers, such as: "Tet Reunion," "Trade Union Tet Market 2026" in areas with a high concentration of workers; the "Welfare for Union Members" program; and mobilized businesses to create conditions for arranging transportation and supporting train and bus tickets for workers to return home for Tet and return to work after the Tet holiday.
The Provincial Red Cross Society, starting in early December 2025, developed a specific plan to implement the "Compassionate Tet" movement for the Spring of the Year of the Horse 2026, focusing on mobilizing and connecting the participation of organizations, businesses, and charitable clubs. According to the plan, during the Lunar New Year of the Year of the Horse 2026, Red Cross branches at all levels in the province will mobilize and donate 24,300 gift packages, each worth 500,000 VND or more, to poor households, victims of Agent Orange/dioxin, and other social welfare beneficiaries. The provincial-level "Compassionate Tet Market" program in 2026 is expected to be held in Hai Son border commune, where many ethnic minorities live, and is scheduled to take place on the 14th day of the 12th lunar month, with 500 gift packages, totaling 250 million VND, for people in difficult circumstances.
To ensure a warm and joyful New Year in every home, various units and localities have focused resources on implementing a program to support the construction of houses for newly emerging poor and disadvantaged households. Accordingly, hundreds of houses have been completed and handed over to families. Thanks to the support from the Provincial Association for the Protection of Disabled People and Orphans, in coordination with Hoang Que commune and several units and businesses, Mr. Tran Van Tuan's family (Lam Xa 5 area) was delighted to move into their new home. As a disabled person facing extremely difficult circumstances, Mr. Tuan's family is overjoyed to receive the attention of all levels and sectors. The house meets the criteria of being structurally sound, helping Mr. Tuan and his family to have a more stable life.
During the Lunar New Year of the Year of the Horse (Bính Ngọ), the province also provided 10 million VND to each village and neighborhood to organize activities for the people, decorations, celebrations, and cultural programs to welcome the New Year. According to the plan of the Provincial People's Committee, 256,296 Tet gifts will be distributed to people and units performing duties during Tet.

To serve the people in celebrating Tet (Lunar New Year) and enjoying a warm and joyful spring, the province organized the Quang Ninh OCOP Fair - Spring 2026 from the 19th to the 24th of the 12th lunar month. In addition, 54 communes, wards, and special zones organized OCOP fairs combined with trade; spring flower fairs, ornamental plant displays; and exhibitions of photos, books, and newspapers. Notably, 100% of communes, wards, and special zones organized spring-welcoming cultural programs on the evening of the 29th of the 12th lunar month; organized sports activities and folk games from February 15th to 21st (from the 29th of the 12th lunar month to the 5th day of Tet); and 54 communes, wards, and special zones organized firework displays to welcome the new year, ensuring economy and creating a joyful and enthusiastic atmosphere for the people. 100% of major tourist areas and localities with tourist attractions organize entertainment, cultural and artistic activities, provide food and accommodation services for tourists during Tet, and decorate with flags and flowers, organize cultural and artistic programs, traditional folk games; organize rural markets and food fairs showcasing specialties and traditional dishes... throughout the Tet holiday.
Market management, price stabilization control, and food safety and hygiene are being tightened by relevant agencies. Units are intensifying the fight against smuggling, trade fraud, and counterfeit goods, focusing on key areas; strengthening forecasting, management, and control to stabilize prices, ensuring a balance between supply and demand for goods and services, fuel, and essential goods to promptly meet the needs of the people before, during, and after Tet; and ensuring sufficient transportation means for goods and services to facilitate convenient and safe travel for Vietnamese people and overseas Vietnamese returning home for Tet.
Units and localities effectively implemented Official Dispatch No. 38/CĐ-UBND (dated December 10, 2025) of the Provincial People's Committee on the implementation of the peak period of attacking and suppressing crime, ensuring absolute security and safety for the 14th National Congress of the Party, the election of National Assembly deputies of the 14th term, People's Councils at all levels for the 2026-2031 term, the Lunar New Year of the Horse 2026, and other major events and spring festivals of the country and the province.
