Preventing violations at the grassroots level.

Hundreds of basic infrastructure construction projects at the grassroots level in Ha Nam province have been monitored by the People's Inspection Committee and the Community Investment Monitoring Committee. This has led to the detection of violations and recommendations for investors to rectify them, ensuring the quality of the projects.

As a locality undergoing rapid urbanization, Kim Bang town currently has many construction projects and infrastructure facilities being invested in and built. To ensure the quality of investment resources for these projects, the Standing Committee of the Vietnam Fatherland Front Committee of Kim Bang town has directed and guided wards and communes to strengthen and improve the quality of operation of the People's Inspection Committees and Community Investment Monitoring Committees to closely monitor the implementation process.

Mr. Nguyen Van Bay, Chairman of the Vietnam Fatherland Front Committee of Tan Son Ward, said that the members of the People's Inspection Committee and the Community Investment Monitoring Committee are reputable, honest, impartial individuals with knowledge of policies and laws, elected by the Fatherland Front Working Committees and the people. Each project has a Community Investment Monitoring Committee consisting of 5-7 members. When projects are implemented in the area, committee members take turns monitoring and inspecting to ensure that the construction process complies with the approved technical design.

The ward's community investment monitoring board has conducted dozens of monitoring visits to nine projects, including: the construction and upgrading of local roads; the construction of a health station; and the construction and upgrading of a kindergarten and a secondary school. Through monitoring and supervision, technical errors were detected and promptly reported to the investor and contractor for adjustments to ensure quality. To date, most cases have been resolved in accordance with the law, so no violations have occurred.

In addition to Tan Son ward, the network of Community Investment Monitoring Boards has been strengthened and consolidated by the Vietnam Fatherland Front Committee of Kim Bang town in almost all communes and wards in the area. In recent years, these Community Investment Monitoring Boards have conducted nearly 150 monitoring sessions at 75 construction projects in the area. Many construction projects directly related to socio-economic development, people's lives, urban infrastructure, and new rural development have been effectively monitored by the Community Investment Monitoring Boards, such as: the Nam Cao Lake embankment project, the Ba Danh Pagoda tourist road project, and projects to renovate and upgrade main roads in communes, schools, markets, and health stations… The involvement of the Community Investment Monitoring Boards from the outset has contributed to improving the quality of investment resources and reducing losses and waste.

Mr. Tran Van Thanh, Vice Chairman of the Vietnam Fatherland Front Committee of Ha Nam province, stated that the effectiveness of the monitoring activities of the People's Inspection Committee and the Community Investment Monitoring Committee has helped the Standing Committee of the Vietnam Fatherland Front Committee at the commune, ward, and town levels to grasp existing problems in the implementation of projects, promptly report them to investors for resolution in accordance with the law, stabilize the situation at the grassroots level, and contribute to improving the effectiveness of building new rural areas and civilized urban areas.

During the past term, the People's Inspection Committees in communes, wards, and towns conducted nearly 700 monitoring activities, detecting and recommending 152 cases to the authorities at all levels and competent agencies. The Community Investment Monitoring Committees monitored 629 projects and works in the area, detecting and recommending 190 cases to the authorities at all levels and competent agencies.

"The effective role of the Vietnam Fatherland Front Committees at all levels in monitoring has contributed to limiting negative practices at the grassroots level, making the management of land, capital, and state assets of investment projects in the community more transparent, and creating consensus and trust among the people," Mr. Tran Van Thanh affirmed.
