At the same time, the People's Committee of Ho Chi Minh City issued Decision No. 1320/QD-UBND regulating the functions, tasks, powers, and organizational structure of the Sub-Department of Population, Children, and Prevention and Control of Social Evils.

Accordingly, the Sub-Department of Population, Children and Social Evils Prevention and Control is an administrative organization under the Hanoi Department of Health, performing the function of assisting the Director of the Department in advising the Hanoi People's Committee on state management of population affairs; protecting and caring for children; and preventing and controlling social evils in the city.

The Sub-Department has legal personality, its own seal and bank account as prescribed; it is under the comprehensive direction and management of the Hanoi Department of Health; and it is subject to the direction, inspection, and guidance on professional and technical matters from relevant specialized agencies under the Ministry of Health .

The Sub-Department has a Sub-Department Head and Deputy Sub-Department Heads. The number of Deputy Sub-Department Heads is in accordance with regulations. The number of Deputy Heads of Departments within the Sub-Department is also in accordance with regulations.

The staffing of the Sub-Department is allocated based on job positions linked to its functions, tasks, and scope of operation, and is included in the total administrative staffing allocated annually by the Hanoi City People's Committee to the Hanoi Department of Health.

This decision takes effect from the date of signing. All previous regulations contrary to the provisions of this Decision are hereby repealed.
