TPO - From July 1, 2026, many new regulations on salaries, pensions, allowances, and social policies will officially come into effect. Accordingly, salaries and allowances for civil servants, public employees, and members of the armed forces will increase in line with the base salary.

The base salary has increased to 2,530,000 VND.

Government Decree No. 161/2026 stipulates the basic salary and bonus regime for officials, civil servants, public employees, and members of the armed forces. From July 1st, the basic salary increased to 2,530,000 VND.

Accordingly, the cases to which the basic salary increase applies include: officials and civil servants from the central to the commune level; employees in public service units; and those working under labor contracts in administrative agencies and public service units.

This also includes officers, professional soldiers, defense workers, defense officials, and contract workers of the Vietnam People's Army; salaried officers, non-commissioned officers, police workers, and contract workers of the People's Public Security; and those working in cryptographic organizations…

The basic salary increased to 2,530,000 VND from July 1st.

The base salary will be used as the basis for calculating salaries in salary scales, allowances, and implementing other regulations. At the same time, the new base salary will also be used to calculate operating expenses, living expenses; deductions and benefits based on the base salary.

Pensions increase by 8%.

With the increase in the minimum wage, many social welfare benefits have also been increased, such as social insurance benefits and monthly allowances.

According to Decree 162/2026, the Government regulates the adjustment of pensions, social insurance benefits, and monthly allowances.

Also from July 1st, the new basic salary in the People's Public Security Force will be adjusted, applicable to officers, non-commissioned officers, conscripted soldiers, trainees, and police workers; units under the Ministry of Public Security ; provincial and city police forces, etc.

Accordingly, from July 1st, the amount of money will be calculated by multiplying the base salary by the current coefficient.

For non-commissioned officers, conscripted soldiers, and police academy trainees, the living allowance and regional allowance (if any) are calculated based on the allowance of the rank of Private, with a coefficient of 0.4.

Specifically, the regional allowance is calculated by multiplying the base salary by 0.4 and then multiplying it by the current regional allowance coefficient.

Also from July 1st, the new basic salary in the Army will be adjusted for those receiving salaries or rank allowances and living expenses from the state budget in agencies and units under the Ministry of National Defense .
