
Quang Ninh province recognizes that people are the central focus, the subject, and the most important resource for successfully implementing strategic breakthroughs and creating new value in serving the people and developing businesses. The spirit of Resolution No. 05-NQ/TU has strongly permeated every Party committee, government, and every official and Party member in the province. The Provincial Party Committee directs all units to strongly innovate their leadership methods, using work results and people's satisfaction as a measure of officials' competence. Quang Ninh is determined to eliminate the mindset of avoiding and shirking responsibility, replacing it with the "5 clear" principles in work: clear person, clear task, clear responsibility, clear process, and clear effectiveness. Focusing on building a team of officials who are both politically sound and professionally competent, with innovative and creative thinking and decisive action, is becoming a leverage for the province to overcome new challenges.
At the grassroots level, Uong Bi ward quickly concretized the Resolution with detailed action plans. The locality focused on tightening administrative discipline and order, while also emphasizing training and improving the skills of officials and civil servants in performing their duties after the administrative unit reorganization. Mr. Nguyen Duc Hoa, Chairman of the People's Committee of Uong Bi ward, said: “We consider each civil servant as an important link in the government's service apparatus. The People's Committee of the ward requires officials to proactively understand the people's concerns and promptly resolve difficulties at the grassroots level with the most receptive attitude. The ward also promotes the application of information technology and enhances digital skills for officials to realize the goal of building a digital government, helping people save time and effort when carrying out administrative procedures.” The shift from a management mindset to a service mindset in Uong Bi ward is a vivid example of putting the Resolution into practice, creating absolute trust among the people.

Not only at the local government level, but also at specialized agencies, there is a strong determination to innovate. The Quang Ninh Tax Department is a prime example of overcoming difficulties to improve operational efficiency. In 2025, the Tax Department faced a challenging period, undergoing two rounds of restructuring and reorganization towards a more streamlined structure. From a model of 21 units, including 14 departments and 7 tax branches, the department reduced the number to 8 departments and 7 tax offices. The drastic reduction of 6 department-level units, along with the downsizing of 119 personnel (accounting for 19% of the total number of civil servants), created immense pressure on the workload and operational processes. However, with resilience and a sense of responsibility, the Quang Ninh Tax Department still successfully completed its budget revenue plan, creating a solid foundation for 2026.
Entering the new year with a projected state budget revenue of 67,700 billion VND, the Tax Department has identified personnel management as the key solution for breakthroughs. Mr. Ha Van Truong, Head of the Quang Ninh Provincial Tax Department, affirmed: “In 2026, the Tax Department will implement comprehensive solutions to provide in-depth professional training coupled with public service ethics and departmental discipline. We are committed to the motto of ‘putting taxpayers at the center,’ requiring each tax officer not only to be professionally competent but also to be dedicated to supporting and resolving difficulties for businesses. A streamlined yet high-quality organizational structure will be the driving force for the Tax Department to successfully complete its assigned political tasks.”
It is evident that improving the quality of the workforce in Quang Ninh is no longer just a slogan but has become a concrete action, evident in every provincial policy decision and every plan of the grassroots and sectoral organizations. This determination is a strong commitment from the Quang Ninh political system to successfully implement the theme of the year. With a workforce of capable, reputable, and dedicated officials, Quang Ninh will certainly achieve its set goals and continue to affirm its position as a comprehensive growth pole in the northern region.
