Some of the key objectives of the National Data Strategy include:
Institutional and policy development: Focus on researching and developing a Law on Digital Technology Industry that regulates forms of data ownership, data property rights, data trading policies, making data a legally protected asset and creating a data market; Research and develop incentive policies to promote the development of businesses operating in the data sector, providing strategic data governance consulting, data governance platforms and services; and preventing market manipulation by organizations and businesses with the advantage of holding large volumes of data in Vietnam. Developing and promulgating principles for responsible data use and guidelines on the safety of artificial intelligence (AI) applications in the public sector aims to maintain the comprehensive control of humans in all AI applications, harmonize the benefits that AI applications bring to various sectors and aspects of social life, and ensure that the approach to AI is consistent with human ethical standards.
Developing national data infrastructure: Building large-scale national and regional data centers according to green standards and connecting these data centers to the National Internet Exchange Point (VNIX) in a manner consistent with the National Information and Communication Infrastructure Plan, ensuring synchronous and interoperable data connectivity with redundancy to promote the development of the big data industry; ensuring continuous and stable data updating and utilization, even in the event of loss or interruption of international internet connectivity.
National data development: Focus on completing national databases in the priority categories for deployment to create a foundation for e-government development (national databases on Population, Land, Business Registration, Finance, Insurance, national database on cadres, civil servants, and public employees) and data in the fields included in the list of key tasks and solutions for developing the digital economy and digital society in the sectors and fields approved in Decision No. 411/QD-TTg dated March 31, 2022, of the Prime Minister to serve socio-economic development.
Developing connectivity and data sharing: Implementing connectivity and data sharing between state agencies, maximizing the effectiveness of digital platforms including: the National Data Integration and Sharing Platform (NDXP), the IoT device platform, and the National Document Interoperability Hub to connect, integrate, and share data between information systems and databases of ministries, sectors, and localities nationwide.
In addition to the key tasks of ministries, sectors, and localities, the Decision on the National Data Strategy to 2030 also clearly outlines the specific tasks of the Ministry of Science and Technology , including:
Establish a national database on science and technology, connecting it with the national population database and other relevant national and specialized databases of ministries, sectors, and localities.
The organization will develop a shared platform for scientific and technological research data. It will coordinate with ministries, sectors, and localities in soliciting data contributions to this platform, with the goal of creating an environment that allows the scientific community to contribute, exploit, and share research data and develop data analysis models, machine learning, and AI.
Develop a roadmap for digitizing data in the science and technology sector in stages. Research and apply AI and data mining to produce analytical reports, assessments, and synthesis of issues impacting the science and technology sector.
