
The distorted narratives of subversive and reactionary forces.

In recent days, as the regulation mandating the use of E10 gasoline for gasoline engines nationwide officially takes effect from June 1, 2026, conflicting information has appeared on social media. Taking advantage of the concerns of some people regarding the change in fuel used for transportation, subversive elements immediately spread distorted and fabricated arguments to incite doubt and dissatisfaction in society.
Constantly spreading arguments that the State is "forcing people to use E10," "serving vested interests," or deliberately exaggerating the limitations of this fuel, the Viet Tan terrorist organization's fanpage recently posted the following content: "Tycoon Trinh Suong was sentenced to 12 years in prison and had his assets confiscated for mixing ethanol into gasoline. Now that he's out of prison, if he actually sells gasoline, he'll go back to jail again." At first glance, this comparison seems reasonable to those who haven't fully researched the information. But in reality, this is a deceptive tactic, deliberately equating two fundamentally different issues to create misunderstanding among the public.
It must be emphasized that Trinh Suong was prosecuted not for using ethanol in the production of biofuels as permitted, but for organizing the production and distribution of counterfeit gasoline on an exceptionally large scale to gain illicit profits. According to the investigation by authorities, from 2017 to May 2019, Trinh Suong directed a network to purchase industrial solvents, chemicals, and additives that did not meet standards to mix with base gasoline. Millions of liters of counterfeit gasoline were released onto the market, generating illicit profits exceeding 151 billion VND. The results of the inspection showed that many samples did not meet quality standards for commercial gasoline; some samples contained industrial compounds, coloring chemicals, and components not permitted for use as engine fuel.
The essence of the case is the production and sale of counterfeit goods; using cheap chemicals and solvents to deceive consumers for illicit profit. This is a serious violation of the law, infringing upon the legitimate rights of citizens, disrupting the market, and causing losses to the state budget. Meanwhile, E10 is a biofuel produced according to national technical standards, with a blending ratio of 10% fuel ethanol and 90% mineral gasoline. The entire production, blending, and distribution process must comply with strict quality and technical safety standards. The ethanol used in E10 is fuel ethanol specifically for internal combustion engines, completely different from industrial alcohol or illegally blended chemicals.
In fact, E10 biofuel has been researched and applied in many countries around the world for many years to reduce greenhouse gas emissions, improve energy efficiency, and gradually achieve green and sustainable development goals. Energy and engine engineering experts all agree that ethanol has a high octane rating, which helps the combustion process to be more efficient and reduces some harmful exhaust components. Of course, like any other fuel, E10 is not a perfect solution for every situation. For some very old vehicles, those with degraded fuel systems or using outdated technology, users need to follow the manufacturer's instructions and perform regular maintenance to ensure efficient operation. This is a technical issue that needs to be viewed scientifically and objectively. It is absolutely impossible to use those technical notes to conclude that E10 is a "new type of counterfeit gasoline," and even less possible to equate Trinh Suong's production of counterfeit gasoline with the State's policy of developing biofuels.
Not stopping there, in order to further exacerbate the anxiety of some citizens, the Viet Tan terrorist organization continued to distort the case of a citizen being summoned by authorities after sharing unverified information about E10 gasoline on social media. They deliberately used sensational headlines like "punished for sharing on Facebook," and "citizen summoned for saying E10 gasoline damages engines" to create the impression that the State is restricting freedom of speech. However, the truth is completely different. According to information from the authorities, this person shared content originating from unverified social media sites, containing much inaccurate information that caused misunderstanding among the public. After being informed and explained the legal regulations, the citizen realized their mistake, voluntarily removed the post, and pledged not to repeat the offense.
Clearly, this isn't about freedom of speech, but about citizens' responsibility when using social media. In Vietnam, the right to freedom of speech, freedom of access to information, and freedom of expression are always respected and guaranteed by the Constitution and laws. But, as in any country, that freedom does not equate to the right to spread false, unverified information or information that negatively impacts society.
Authorities reminding and correcting those who post unsubstantiated information is necessary to protect a healthy information environment, ensure the community's right to access accurate information, and maintain social order and safety. It is clear that the most dangerous tactic of subversive forces is not complete fabrication, but rather deliberately mixing truth with distortion; using a single isolated incident to generalize the nature of an entire policy; and using a piece of information to obscure the whole truth.
The E10 gasoline story once again clearly demonstrates this tactic. They deliberately equate the crime of producing counterfeit gasoline with the policy of developing biofuels; they distort a case of an individual sharing unverified information into "suppression of freedom of speech." "Half a loaf of bread is still bread, but half the truth is not the truth." In this age of information explosion, every citizen needs to become a responsible "gatekeeper" for the information they receive and share. Only vigilance, objectivity, and a spirit of upholding the truth can help the community identify and expose the deceptive tactics and distortions of the essence of issues by reactionary and subversive organizations like Viet Tan, thereby contributing to protecting a healthy information environment and strengthening social trust.
