According to Bui Cong Phuoc, Secretary of the Vinh An Commune Party Committee, immediately after the two-tiered local government model came into operation, the Commune Party Committee quickly reorganized the organizational structure and arranged the staff of officials and civil servants to match their capabilities, qualifications, and job requirements. The operation of the new model demonstrates the determination to build a smooth, accountable, people-oriented, and more effective administrative system. As a result, the gap between the government and the people is increasingly narrowed, creating conditions for people to access policies more easily and better ensuring their legitimate rights and interests.
Mr. Le Nhat Phuong, residing in Vinh Loc hamlet, recently visited the Vinh An Commune Public Administrative Service Center to complete the procedures for confirming his legal residence as supplementary documentation for a bank loan application. Worried about having to make multiple trips, Mr. Phuong prepared all the necessary documents beforehand. After explaining his needs, he received attentive guidance from the center's staff on how to complete the online application right there. “I thought it would take a long time because I'm elderly and don't use the internet much, but thanks to the dedicated guidance from the commune staff, I completed the application very quickly. I am truly satisfied with the friendly and enthusiastic service attitude of the staff towards the people,” Mr. Phuong shared.
According to Truong Hoa Lam, Vice Chairman of the People's Committee of Vinh An commune, the commune has always identified improving citizen satisfaction as a key objective in administrative reform. In response to the requirements of the two-tiered local government model, the People's Committee of the commune regularly directs the Commune Public Administrative Service Center to operate effectively and smoothly with the motto "close to the people, practical," putting the people at the center of service.
To better meet the needs of citizens in carrying out administrative procedures, the commune has invested in upgrading infrastructure, equipping it with online and internal network systems, and other necessary equipment. Simultaneously, officials and civil servants are assigned to take turns directly receiving, advising, guiding, and resolving administrative procedures. Community digital technology teams are maintained to operate regularly, disseminating information and guiding citizens in accessing digital transformation and supporting the implementation of administrative procedures on the National Public Service Portal. These efforts contribute to improving the efficiency of the administrative apparatus and the quality of service provided to citizens and businesses.
In addition to focusing on administrative reform, Vinh An commune pays attention to improving the material and spiritual lives of its people. Based on a review of local potential and advantages, the commune has developed many socio -economic development solutions suitable to its actual conditions. As a predominantly agricultural locality, Vinh An has gradually invested in and improved the infrastructure system serving agricultural production. At the same time, it has actively shifted its agricultural structure towards suitability to natural conditions and adaptation to climate change; promoting the application of high technology and digital transformation in production to form value chains for characteristic products. The commune has strengthened the promotion of digital transformation in agriculture, developed new-style cooperatives and cooperative groups, participated in the production-to-consumption linkage chain, and effectively implemented the One Commune One Product (OCOP) program.
According to Dang Hiep Son, head of Tan Loi hamlet, after a year of implementing the two-tiered local government model, the government is closer to the people, promptly understanding their thoughts and aspirations, thus receiving high levels of consensus and support from the residents. "People are excited about the changes in the locality. Many rural transportation projects have been put into use, meeting the needs for travel and goods transportation, and helping students get to school more safely," Mr. Son said.
