The People's Committee of Ho Chi Minh City has issued economic and technical standards for public passenger transport services using large electric buses in the city.


On March 24th, the People's Committee of Ho Chi Minh City issued a decision on the economic and technical standards for public passenger transport services using large electric buses in Ho Chi Minh City.

Previously, according to a proposal from the Ho Chi Minh City Department of Transport (now the Department of Public Works), from March 9, 2022, the D4 electric bus route (Vinhomes Grand Park - Saigon Bus Station) officially began operating with 11 modern, environmentally friendly buses equipped with many amenities such as Wi-Fi, charging ports, information screens, and surveillance cameras. This bus route connects important areas, contributing to reducing traffic congestion and accidents.

After 3 years of operation, the D4 route has received many positive reviews, achieving a satisfaction rating of 89-95/100 points. Vinbus also launched an application to help passengers update information and provide feedback on the service.

Currently, this electric bus route is temporarily applying the economic and technical standards for CNG buses until the end of Q1/2025. However, the company has repeatedly petitioned and proposed that the city remove the difficulties and promptly issue economic and technical standards for large electric buses because the temporarily applied standards are insufficient to cover operating costs.

According to the Ho Chi Minh City Department of Transport and Public Works, the unit is currently finalizing a plan to convert all buses to electric and green energy by 2030; it has submitted a proposal to the City People's Committee to develop a Resolution supporting the conversion of vehicles, which is expected to be approved in February 2025.

The issuance of economic and technical norms and service rates for electric buses serves as a basis for completing the legal framework and establishing service rates for public passenger transport by electric buses in the area, facilitating the selection of contractors to provide public passenger transport services by bus on electric bus routes.

In addition, this standard will serve the implementation of the roadmap for converting public passenger transport by bus from fossil fuel-powered to electric, in accordance with Resolution No. 98/2023/QH15 dated June 24, 2023, of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.

Therefore, establishing economic and technical standards and service rates for electric buses in the future is necessary to select contractors for public transportation services.

It is clear that, with the city's decision to issue economic and technical standards, the unit price for electric buses will be calculated accurately and comprehensively, at a higher rate than the unit price of CNG buses. This will be good news for businesses and investors who are currently investing in or preparing to invest in and operate electric buses in the city, especially as the city is gradually transitioning its buses to electric.

This decision takes effect from April 15th. The Ho Chi Minh City People's Committee assigns the Department of Transport and Public Works to preside over and coordinate with the Department of Finance and other units to organize and implement the bidding process and order the provision of public utility services in accordance with regulations.

At the same time, regularly review any unreasonable content (if any) to compile, advise, and report to the city for timely consideration and adjustment.
