
Overview of the CMC OpenAI Company Launch Ceremony
Speaking at the event, Minister Nguyen Manh Hung remarked that CMC OpenAI is a technology business model suitable for the knowledge-based development era. A developed country is one where 80% of its assets are intellectual property, while a less developed country has 80% physical assets. Vietnam is entering a stage of development based on intellectual property, therefore the Ministry of Science and Technology encourages the establishment of new science and technology enterprises based on this model, a model that combines capital and knowledge, and physical and intellectual assets.
According to the Minister, CMC's decision to develop artificial intelligence (AI) in an open-source direction is a strategic choice. The future of AI will not only be controlled by large technology corporations but also influenced by the open-source community and businesses in each country. No single company or corporation, no matter how large, can solve all problems or meet all the needs of organizations and nations. Developing technology unlocks the creativity of the entire population, thereby reducing costs and making it more accessible to more people to solve socio-economic problems in each country.

The Minister stated that information technology and digital technology have penetrated, are penetrating, and will continue to penetrate every aspect of life, therefore technology must be affordable and easily accessible. To achieve this, open technology is not just about open source, but also about open architecture, open standards, and an open culture. We all contribute to technological development and share its use, thus reducing the cost of technology.
Many countries have now stated that they will only purchase technology when it is open, especially when that open technology is used to build national infrastructure and platforms such as 5G and AI. Open technology allows countries to have control over the technology they use.
The Minister emphasized that data is the oil of the future, and most value will be created from data. The more data, especially the more diverse types of data, the greater the opportunity to create value. Therefore, opening up data and open data are crucial in creating value for the people and the country. For a developing country like Vietnam, wanting to move forward requires standing on the shoulders of others. Choosing to develop open technology, open-source software, and open data to allow individuals and businesses to participate in creating new value is our direction. With this direction, Vietnam will develop into a technology-based nation that inherits and benefits from human knowledge while also contributing to human knowledge. This is not just a commitment, but also a strategy and action plan of Vietnam.
Finally, the Minister congratulated CMC OpenAI on its launch. "May you succeed in order to inspire other Vietnamese technology businesses. Your success must be demonstrated by solving strategic problems for Vietnam and for humanity. These include increasing labor productivity, achieving double-digit growth, efficiently utilizing limited resources, improving the quality of human resources and civil servants, national governance, the two-tiered government model, and ensuring every Vietnamese person has a personal assistant…"

The establishment of CMC OpenAI marks a new step forward, opening the way for Vietnam to enter a comprehensive AI era, aiming to bring Vietnamese AI to serve the Vietnamese people with the highest reliability and data security.
