For Literature, if there were a leak, the entire excerpt and the question format would have to match. But based on the information we have, we can confirm that this is not the case."
Candidates are delighted to have completed the 2024 high school graduation exam, the last exam under the 2006 general education program.
Still unsatisfied with this response, the Thanh Nien reporter requested that the leaders of the Ministry of Education and Training and representatives of the Ministry of Public Security hold a press conference to provide further clarification, as Mr. Ha was only a representative of the exam question committee. Major General Tran Dinh Chung, Director of Department A03 (Ministry of Public Security), stated that after receiving the information, the Ministry of Public Security worked with the person who created the leaked exam question clip. This person admitted to fabricating the false information and voluntarily committed to removing it. Therefore, there is grounds to confirm that further investigation into this case is not necessary.
"However, to take preventative measures, we have to wait until the exam results are available. If we detect any irregularities, we will coordinate with the Steering Committee for the 2024 High School Graduation Exam to investigate and draw conclusions, and we will inform the public," Mr. Chung said.
According to Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training and Head of the National Steering Committee for the High School Graduation Examination, there is sufficient evidence to confirm that the Literature exam questions were not leaked, and the content of the exam questions does not match the content posted online. Through the process of grading, reviewing, and comparing the exam papers, if anything contradicting the exam questions is discovered, further coordination will be carried out according to the functions of the Ministry and the security agencies.
Regarding concerns about the literature exam, Mr. Thuong stated: "The literature exam materials for 2025 will certainly be different from the 2024 curriculum. Firstly, for candidates taking the 2025 exam, we will be implementing a program with multiple textbooks, so the materials will be found in various textbooks. Secondly, the materials may be entirely outside of those textbooks. Because the goal of the program is to develop qualities and competencies in students, not to memorize lessons or follow textbooks. Therefore, it will also limit rote learning, unbalanced learning, guessing exam questions, and following model essays."

DOES THE MINISTRY STILL NEED TO ORGANIZE HIGH SCHOOL GRADUATION EXAMS ?
Mr. Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training, stated that the current high school graduation exam is conducted in accordance with the Education Law, as well as Resolution 29 of the Central Committee, Resolution 88 of the National Assembly , and directives from the Government and the Prime Minister. Accordingly, the high school graduation exam serves three objectives: Firstly, to determine graduation eligibility. Secondly, to evaluate the teaching and learning process on a broad scale. Thirdly, based on autonomy under the Higher Education Law, universities use the high school graduation exam results as a basis for admissions. Statistics from recent years show that between 45% and 65% of university enrollment quotas still rely on high school graduation exam results.
"The exam questions are increasingly focused on competency, with a higher degree of differentiation, so that many schools with high requirements can still use the high school graduation exam results as a basis for admission. We believe that this exam has received investment and attention from the whole society, so we must ensure that the objectives are met. In particular, the organization of the exam is in accordance with the law and regulations of the state," Mr. Chuong said.
PROPOSAL FOR UNIVERSITIES TO INCREASE ADMISSION QUOTAS BASED ON GRADUATION EXAM SCORES
Mr. Pham Ngoc Thuong emphasized that the reform of the 2025 exam must ensure that it reduces pressure and costs for society while still maintaining reliability for university, college, and vocational education admissions. "With the announced 2025 exam method, we are clearly reducing the number of subjects, meaning less pressure, less time, and less cost, while still ensuring reliability. As for university admissions, according to the law, universities have autonomy to choose their own methods. Therefore, the differentiation in the exam questions will be gradually improved," Mr. Thuong explained.
Mr. Thuong affirmed that approximately 65% of university admissions still rely on the high school graduation exam. This significantly reduces costs for society, especially for students, particularly those in remote areas who lack the means or economic resources to participate in multiple exams, while still having the opportunity to apply to their desired universities and colleges. "We will advise the Party Committee and the Minister to request that universities and colleges research and consider increasing this percentage. Of course, this must be harmonized with the autonomy of the universities," Mr. Thuong said.
No high-tech fraud detected.
Mr. Huynh Van Chuong stated that during the entire exam period, 30 candidates violated exam regulations and were suspended from the exam due to using unauthorized materials and bringing mobile phones into the exam room. This number was 41 in 2023. No exam officials violated exam regulations. "Up to this point, no organized cheating or fraud has been recorded nationwide," Mr. Chuong said.
Major General Tran Dinh Chung stated that so far no cases of using high-tech devices have been detected. Prior to the exam, the police force organized training sessions to guide exam supervisors in localities on identifying methods, tricks, and types of devices that candidates might use. At the same time, local police also reviewed and inspected online advertisements for the sale of high-tech devices.

In Dak Lak, the high school graduation exam paper for mathematics (code 119) was printed blurry and had incorrect symbols in some questions. The province proposed awarding the maximum score if the exam was affected. Deputy Minister of Education and Training Pham Ngoc Thuong said he had received this information and requested the Dak Lak Provincial Examination Steering Committee to review the issue, develop a specific plan, and report to the National Examination Steering Committee. The general principle is to ensure the rights of the candidates.

In a student community group with approximately 2 million members, many expressed their opposition. User LVT bluntly stated: "That's impossible, a difference of 0.2 points can make it either pass or fail [your first choice]."
L.D., a candidate taking the 2024 high school graduation exam in Ho Chi Minh City, commented that Dak Lak's proposal to award maximum points for the ambiguous question was "unreasonable," as many candidates had spent years studying just to gain an additional 0.2 points. Some suggested that education leaders in Dak Lak should find a more reasonable solution to protect the rights of the candidates.
Mr. Bui Van Cong, an online exam preparation teacher in Ho Chi Minh City, suggested that the Dak Lak Provincial Department of Education and Training should assess the specific impact of the exam paper error and compile detailed statistics on the aspirations of the candidates. If these students wish to use their high school graduation exam results for university or college admissions, the province could organize a re-examination for them. "If the number of candidates in this category is too small, the Department could also consider awarding points or implementing a more reasonable solution," Mr. Cong said.
