TPO - Phuc Ly Market in Bac Tu Liem district, Hanoi, was built in a sparsely populated area, amidst a flower field, so it is often deserted, and the market's infrastructure has gradually deteriorated after many years of neglect.
The investment project for the construction of Phuc Ly Market was approved by Decision No. 5117/QD-UBND dated November 17, 2008, regarding the approval of the investment project for the construction of Phuc Ly Market in Minh Khai commune (now Minh Khai ward, Bac Tu Liem district). The project commenced in October 2010. |
However, from 2014 until now, even after the basic construction work was completed, the market has remained closed. In October 2017, Phuc Ly Market was handed over to the District Market Management Board for management and the development of a business management plan in accordance with current regulations. |
Despite its prime location along the billion-dollar Tay Thang Long road - section 3 from the intersection with Van Tien Dung road to the intersection with ring road 3.5, Phuc Ly market is surrounded on three sides by fields with sparse population. Even after 10 years since its completion, the market remains unoperational. |
Reportedly, Phuc Ly Market is built on an area of over 3,900 square meters. The second floor of the market will be for traders selling fabrics and fashion items; the lower floor will be for selling dry goods, household items, stationery, etc. |
Of that area, 3,000m2 is used to build a main market building (2 stories) and an outdoor selling area of approximately 900m2. The remaining land is planned for parking and access roads to the market. |
For many years, Phuc Ly market has been inactive, often closed. Many residents living near the market say that it was once open but failed to attract vendors. For over a decade, people have had to go to smaller markets or wholesale markets to buy goods because the local market in the ward has not been able to operate. |
The outdoor area of Phuc Ly market has become a place for drying clothes and parking vehicles. |
The walls at Phuc Ly market are peeling due to prolonged exposure to sun and dew. |
After years of abandonment, Phuc Ly Market is gradually showing signs of deterioration. Specifically, the fences, barriers, and lampposts are rusty, the paint is peeling, and they are stained yellow... |
According to a representative of the Phuc Ly Market Management Board, the market had previously been operational, but after a while, traders who registered to do business moved out because they couldn't sell their goods. "This is a local market. Previously, the Bac Tu Liem District People's Committee had called on people from the wholesale market to move here, but the market didn't meet the requirements and couldn't attract traders from the wholesale market. In the beginning, small-scale traders from the informal market also came to sell, but due to the low population density, it was very difficult to sell. The market has provided support, waiving fees for the first three months and only collecting sanitation fees to attract people, but most households only did business for a short time before leaving because they couldn't sell their goods. Currently, we are still trying to attract people to do business here, renting warehouses, etc., so that the market can reopen soon," the market representative said. |
