Currently, Linh Huynh Border Guard Station manages the area covering 5 coastal communes and 2 wards with a coastline length of approximately 56km. There are 2,282 registered and inspected fishing vessels in the area, the majority of which are offshore fishing vessels with a length of 15m or more. In addition, there are 185 fishing vessels classified as high-risk and many vessels that do not meet the operating requirements and need to be closely monitored and managed.
Lieutenant Colonel Bui Khac Duong, Commander of Linh Huynh Border Guard Station, said: "Besides performing the task of managing and protecting the sovereignty and security of the sea area, the unit focuses on propaganda work and raising awareness among fishermen about combating IUU fishing."

In the first six months of 2026, Linh Huynh Border Guard Station organized 18 concentrated propaganda sessions, distributed leaflets, and integrated propaganda into patrol and inspection activities. The content focused on the 2017 Fisheries Law, regulations on administrative penalties for violations in the fisheries sector, and legal responsibilities for illegal fishing in foreign waters. Thanks to intensified propaganda efforts, the awareness of fishermen has gradually improved. Many boat owners and captains are proactively learning about new regulations, strictly complying with registration and inspection requirements, installing vessel tracking devices, and completing all necessary procedures before going to sea.
Mr. Pham Thanh Hoang, residing in Linh Huynh hamlet, Hon Dat commune, said: “Through the awareness campaigns conducted by border guards and relevant authorities, fishermen are increasingly understanding their responsibilities in combating IUU fishing. When going out to sea, we always fully comply with regulations on seafood exploitation and are committed to not violating foreign waters.”
The Linh Huynh Border Guard Station strictly and resolutely inspects and controls fishing vessels entering and leaving the port, refusing to allow any vessels that do not meet the required documentation, paperwork, and equipment requirements to depart. According to Lieutenant Le Chi Nguyen, Head of the Linh Huynh Border Guard Control Station, strict control of fishing vessels from the moment they depart is a crucial measure to prevent IUU (Illegal, Unreported, and Unregulated) fishing. Besides checking the documentation and operating conditions of fishing vessels, officers and soldiers regularly educate and remind fishermen to strictly comply with the law, especially not to fish in foreign waters illegally and to maintain the operation of vessel tracking devices as required.
Along with controlling the entry and exit of fishing vessels, border guards also coordinate with local authorities and relevant agencies to strengthen patrols, inspections, and handling of violations in the fisheries sector. From the beginning of 2026 to the present, the unit has directly detected and handled 2 violations, imposing administrative fines of over 31 million VND; and received and coordinated the handling of violations detected by the fisheries inspection force.
Currently, within the area managed by Linh Huynh Border Guard Station, there are 12 fishing vessels operating without proper documentation (3 no's, 0.30, 0.30, 0.60, 0.60, 0.60, 0.60). The unit is coordinating with communes and wards to review, verify, and create management files, and is encouraging vessel owners to complete the necessary legal procedures as required.
According to Lieutenant Colonel Bui Khac Duong, in the coming time, the unit will continue to strengthen its monitoring and strict management of high-risk fishing vessels; resolutely preventing vessels that do not meet operating requirements from departing. At the same time, it will closely coordinate with the navy, coast guard, fisheries inspectorate, and local authorities in exchanging information, patrolling, controlling, and handling violations. The Linh Huynh Border Guard Station will focus on investigating and strictly handling acts of brokering and organizing the illegal fishing of fishing vessels in foreign waters, considering this a crucial solution to eradicate IUU (Illegal, Unreported, and Unregulated) fishing.
