Proactive disaster prevention and control

According to the Northern Mountain Region Meteorological and Hydrological Station: From May to October 2024, temperatures may be 0.5-1.0°C higher than the multi-year average; rainfall in the province from August to September will generally be 10-30% higher than the multi-year average; and river water levels will fluctuate significantly due to these being the peak months of the flood season.

In response to the complex nature of natural disasters, Lam Thao Power Company has been implementing numerous measures to proactively prevent and avoid electrical incidents and accidents, preparing to cope with all situations, minimizing damage caused by natural disasters, and contributing to stable and safe power supply for production and daily life of the people.

Lam Thao Power Company workers are repairing defects in the system to ensure safe power supply during the rainy and stormy season.

Currently, Lam Thao Power Company manages 10 medium-voltage power lines, including 5 35kV lines and 5 22kV lines, with a total length of over 147.45km; 149 transformer substations with a total capacity of 45.81MVA, serving 17,596 customers. With its hilly terrain, flat plains, and low-lying areas along the Red River with very high water levels during the rainy season, and a relatively large population living along the riverbanks outside the dike, Lam Thao Power Company proactively coordinates with local authorities to promote warnings, awareness campaigns, and guidance on electrical safety regulations; accident prevention; and safe electricity usage during the rainy season to ensure safe operation and supply of electricity.

In addition, Lam Thao Power Company organized numerous task forces to prune and clear trees that posed a risk to the power grid; and coordinated with local authorities to dismantle structures violating the power grid safety corridor as regulated. The unit conducted a comprehensive inspection and review of the entire power grid and electrical equipment system, especially the periodic testing of electrical equipment, substations, grounding, and specific inspections of weak points (to date, the rectification of issues after testing has been basically completed)...

On the other hand, to ensure safety and prevent natural disasters, the unit has focused on reinforcing the foundations of poles at risk of landslides and pole collapse on hillsides and in areas with weak, low-lying soil; at the same time, strengthening guy wires and guy foundations; repairing lightning protection and grounding systems; and inspecting and promptly addressing any signs of operational safety issues at the load substations...

In addition, the unit has fully prepared essential spare parts and equipment, as well as personal protective equipment and production tools, to be ready to replace, repair, and restore damaged power grid and electrical equipment caused by natural disasters, storms, and floods.

Comrade Vu Trung Hieu - Director of Lam Thao Power Company, said: Given the increasingly complex and unpredictable nature of climate change and natural disasters, especially during the peak months of this year's rainy season, Lam Thao Power Company has proactively developed a plan for disaster prevention and search and rescue in 2024 to ensure a stable and continuous power supply 24/7, meeting the needs of the people's daily lives and production.

Accordingly, the unit has reorganized and established the Disaster Prevention and Search and Rescue Command Board for 2024, formed a rapid response team, and assigned tasks to its members. Following the motto "four on-site and three ready," Lam Thao Power Company mobilizes the maximum number of on-site personnel from its departments, teams, and production units to ensure readiness to respond in case of an incident. In particular, in April 2024, Lam Thao Power Company coordinated and organized a disaster prevention and search and rescue drill in Son Vi commune and Lam Thao town.

During the meeting, the Deputy Prime Minister affirmed that Vietnam encourages US businesses to expand investment, especially in high-tech, innovation, and semiconductor industries.

With thorough preparation and adherence to proper procedures, the drill successfully met the basic requirements for deployment and proactive response to and mitigation of damage caused by storms and floods in the shortest possible time. When natural disasters and storms are forecast, Lam Thao Power Company proactively contacts and closely coordinates with the local Disaster Prevention and Search and Rescue Command Board and the Phu Tho Power Company's Disaster Prevention and Search and Rescue Command Board; monitors and updates information on the development of natural disasters and storms through mass media, in order to have timely response plans and measures to minimize damage caused by natural disasters and storms. When natural disasters and storms occur, the company directs its subordinate teams to promptly address the consequences as quickly as possible to ensure timely electricity supply for production and daily life of the people.
