At 13:00 on July 18th, the storm's center was located at approximately 18.3 degrees North latitude and 123.5 degrees East longitude, in the sea northeast of Luzon Island (Philippines), with maximum sustained winds near the center reaching levels 8-9, gusting to level 11, and moving northwest at a speed of 30 km/hour.
Forecasts indicate that the storm will enter the East Sea by July 19th. This is a strong storm with a complex trajectory and the potential for widespread heavy rainfall in the Northern region from July 20th to 25th. Therefore, the Chairman of the Provincial People's Committee requests that localities and units not be complacent and implement the tasks outlined in Official Dispatch No. 4498/CĐ-BNNMT dated July 17th, 2025, from the Ministry of Agriculture and Environment .
The Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to take the lead in coordinating with other departments, agencies, and local People's Committees to closely monitor warning and forecast bulletins and the development of the storm, based on the directives of the Ministry of Agriculture and Environment; inform captains and owners of vessels operating at sea to proactively take preventive measures, ensuring the safety of people and property; and maintain communication to promptly handle any adverse situations that may occur.
At the same time, ensure that forces and resources are ready to deploy rescue and relief operations when necessary; organize a serious duty roster and regularly report to the Ministry of Agriculture and Environment and the Provincial People's Committee in a timely manner.
Departments and agencies, according to their functions and responsibilities in state management and assigned tasks, shall coordinate with the Department of Agriculture and Environment and the People's Committees of localities to proactively respond to the storm.
The Provincial Media Center is intensifying the dissemination of information about the storm's developments to all levels of government, owners of vessels operating at sea, and the public so that they can proactively take preventive measures and respond accordingly.
In conjunction with the provincial People's Committee's storm response tasks, the Provincial Disaster Prevention and Control Office (Provincial Disaster Prevention, Search and Rescue and Civil Defense Command) also requested the Inland Waterway Port Authority to inform tourists about the storm, enabling them to proactively plan their travel itineraries to avoid congestion at coastal tourist areas in case of sea closures; ensuring the safety of people and vehicles at coastal shelters and tourist areas. Simultaneously, they are to prepare forces, equipment, and plans to respond to the storm and heavy rainfall. They are also to organize duty shifts, ready to receive and implement directives from the central and provincial authorities in the coming period.
