Chairman of Thuan An City speaks out

TPO - Regarding the project to upgrade Nguyen Chi Thanh Street, the Chairman of the People's Committee of Thuan An City (Binh Duong) responded after Tien Phong newspaper reported the difficulties that people in the area are facing.

Recently, Tien Phong newspaper published an article “People are suffering because the road construction in Binh Duong is not completed yet”. The article reflects the difficulties of people in the area related to the project of Upgrading and renovating Nguyen Chi Thanh Street.

Regarding this project, Mr. Nguyen Thanh Tam, Chairman of Thuan An City People's Committee, informed about the progress and explained the reason why some road surfaces are higher than houses.

According to the leaders of Thuan An city, the project to upgrade and renovate Nguyen Chi Thanh street is 2,250.45m long, starting at Chom Sao street, ending at the old railway bridge. The roadbed is 18m wide, of which the asphalt concrete road surface is 12m wide, and the sidewalks on each side are 3m wide. The project is being organized and implemented.

Regarding the reason that "the road was built up, causing many houses to be lower than the road surface, making it difficult for people on both sides of the road to travel", Thuan An city said that during the design process, a survey of the current status and terrain was carried out.

Thuan An City said that due to the area being affected by high tides, upgrading the road surface and some lower residential areas is inevitable.

The design documents use national elevation markers (Hon Dau elevation markers), compare with the Zoning Plan, organize meetings with residents and approve relevant departments, branches and localities when carrying out the work of examining, appraising and approving the design to ensure that the elevation of the roadbed is minimized, causing impacts on people living on both sides of the road.

However, because the construction area in Binh Nham ward, Hung Dinh ward is affected by tides from canals with an average tide level of 1.70, in case of heavy rain, combined with flood discharge from Dau Tieng lake, the highest water level can reach 2.10 (according to the national elevation mark). Meanwhile, the current elevation of Nguyen Chi Thanh road (before construction) is from 1.60 to 1.80, so there are some points that are flooded during high tides. The investment in upgrading and renovating Nguyen Chi Thanh road has considered many factors such as technical standards on tidal water level to prevent flooding as well as the actual status, ensuring the circulation of people in the area. At the same time, the project has considered very carefully, limiting the elevation of the roadbed too high, which can affect the residents living on both sides of the road.

The leader of the People's Committee of Thuan An City said that after reviewing all factors and based on comments from relevant departments, agencies and branches, the People's Committee of Thuan An City agreed to submit and get approval for the design documents with an elevation ranging from 2.00 to 2.20. It is inevitable that some houses were built on the same level as the old roadbed, and will now be lower than the new road surface when completed. However, rainwater drainage is still ensured thanks to the surrounding ditch and canal systems in this area.

Thuan An City directed the construction unit to speed up progress to complete the project soon.

Regarding the construction progress, the People's Committee of Thuan An City said that the project was ordered to start construction at the end of 2023 and is scheduled to be completed by the end of 2024. Currently, the volume, which accounts for the largest progress of the construction work of this project, is the basically completed rainwater drainage item. The construction of the roadbed is being carried out urgently, preparing to deploy asphalt concrete to complete the road surface and pave the sidewalk. To date, the total volume of construction has been completed about 70%.

Thuan An City People's Committee has directed the City Construction Investment Project Management Board to continuously monitor the project, promptly resolve related issues during the construction process and urge construction units to speed up, exceed the registered schedule, and strive to complete ahead of schedule.
