TPO - Regarding the Nguyen Chi Thanh road upgrade project, the Chairman of the People's Committee of Thuan An city ( Binh Duong province ) has provided a response after Tien Phong newspaper reported on the difficulties faced by residents in the area.

Recently, the Tien Phong newspaper published an article titled "Residents suffer because the road project in Binh Duong is still unfinished." The article reflects the difficulties faced by residents in the area related to the upgrading and renovation project of Nguyen Chi Thanh road.

Regarding this project, Mr. Nguyen Thanh Tam, Chairman of the People's Committee of Thuan An City, provided information on the progress and explained the reason why the road surface is higher than the houses in some locations.

According to the leaders of Thuan An city, the upgrading and renovation project of Nguyen Chi Thanh road has a length of 2,250.45m, starting at the intersection with Chom Sao road and ending at the old railway bridge. The roadbed is 18m wide, including a 12m wide asphalt concrete surface and 3m wide sidewalks on each side. Construction is currently underway.

Regarding the reason why "the road was raised by filling in the land, resulting in many houses being lower than the road surface, causing difficulties for people on both sides of the road," Thuan An city stated that a survey of the current situation and terrain was carried out during the design process.

Thuan An City authorities stated that, due to the area being affected by high tides, raising the road surface and lowering the height of some houses is unavoidable.

The design documents utilize the national elevation benchmark (Hon Dau elevation benchmark), are compared with the zoning plan, involve public meetings, and are approved by relevant departments, agencies, and local authorities during the review, assessment, and approval process to ensure that raising the road embankment too high, thereby minimizing the impact on residents living along the road, is minimized.

However, because the construction area, located in Binh Nham and Hung Dinh wards, is affected by tides from canals and ditches with an average tidal level of 1.70, and in the case of heavy rain combined with flood releases from Dau Tieng reservoir, the highest water level can reach 2.10 (according to the national elevation benchmark). Meanwhile, the current elevation of Nguyen Chi Thanh road (before construction began) is between 1.60 and 1.80, resulting in some points being flooded during high tides. The investment in upgrading and renovating Nguyen Chi Thanh road has considered many technical standards regarding tidal water level elevation to prevent flooding, as well as the actual conditions, ensuring the smooth flow of traffic for residents in the area. At the same time, the project has carefully considered and avoided raising the roadbed too high, which could affect residents living on both sides of the road.

According to the leaders of Thuan An City People's Committee, after reviewing all factors and based on feedback from relevant departments and agencies, the Thuan An City People's Committee has agreed to submit and received approval for the design documents with elevations ranging from 2.00 to 2.20. It is unavoidable that some houses built previously at the same level as the old road will now be lower than the new road surface upon completion. However, rainwater drainage will still be ensured thanks to the surrounding ditches and canals in the area.

Thuan An City directs the construction unit to speed up the progress to complete the project as soon as possible.

Regarding the construction progress, the People's Committee of Thuan An City stated that the project was officially launched at the end of 2023 and is planned to be completed by the end of 2024. Currently, the largest and most significant part of the project's construction is the rainwater drainage system, which is basically complete. The roadbed construction is progressing rapidly, preparing for the asphalt paving and sidewalk tiling. To date, approximately 70% of the total construction work has been completed.

The People's Committee of Thuan An City has directed the City's Investment and Construction Project Management Board to continuously monitor the project, promptly resolve any related issues during construction, and urge construction units to accelerate and exceed the registered schedule, striving to complete the project ahead of schedule.
