
For nearly five years as Party Branch Secretary and Head of Thuong 1 residential area in Binh Khe ward, Mr. Bui Dinh Khuong has been familiar with every alley and neighborhood, understanding the circumstances of each household. Throughout his tenure, he, along with the Party branch committee and the residential area management board, has played a leading role at the grassroots level, effectively implementing socio-economic development tasks, maintaining security and order, and building a united residential area.
In the context of neighborhood reorganization, with a larger geographical area and a greater workload, the demands on the Party branch secretary and neighborhood leader's management skills, IT application, and leadership abilities are also higher. After much consideration, he decided to proactively resign to create opportunities for younger cadres to continue developing their capabilities. He himself will continue to participate in the Party branch committee, ready to accompany, share experience, and support the successor team in the implementation of tasks, contributing to ensuring a continuous, stable, and effective transition.
Mr. Khuong stated: "For nearly five years as Party Branch Secretary and Head of the neighborhood, I have always considered this a responsibility and an honor to serve the people. However, after the reorganization, the neighborhood has become larger, and the workload has increased, requiring cadres to have good health, qualifications, and the ability to apply information technology effectively. I see that the younger generation of cadres have many advantages in terms of expertise, innovative thinking, and adaptability, so I proactively requested to resign to create opportunities for them to continue developing their abilities. I am ready to share my experience and support them in their work, and together with the Party Committee, build a more united and developed residential area and successfully complete all assigned tasks."

Mr. Khuong's story is not an isolated case. Following the restructuring and the need to improve the quality of grassroots officials, many older, part-time officials in the neighborhoods of Binh Khe ward have voluntarily resigned, creating opportunities for the local authorities to select and appoint younger, qualified officials to meet the demands of the new phase.
Implementing the policy of reorganizing residential areas, Binh Khe ward plans to consolidate 24 neighborhoods into 8. After the reorganization, the number of part-time officials in each neighborhood will be reduced by 50% compared to before. In addition to reorganizing neighborhoods, the ward also aims to rejuvenate and standardize its staff. Of the 8 proposed Party branch secretaries, 50% are under 40 years old; for the position of Neighborhood Head, 2 are under 40 years old and 4 are between 40 and 50 years old. Notably, of the 16 individuals proposed to hold the positions of Party branch secretary and Neighborhood Head, 6 have university degrees.
Comrade Nguyen Ngoc Tien, Head of the Party Building Committee of Binh Khe Ward, said: The reorganization of villages and neighborhoods not only aims to streamline the organizational structure but also provides an opportunity to restructure and improve the quality of grassroots cadres. The ward has conducted a comprehensive review and evaluation of each cadre based on criteria such as political qualities, prestige among the people, leadership capacity, ability to mobilize the masses, professional qualifications, information technology application skills, and sense of responsibility. Based on this, cadres with sufficient qualities and capabilities, especially young cadres, have been selected to assume positions after the reorganization, meeting the requirements of the new phase.
The policy of standardizing the team of village and neighborhood officials is also a consistent requirement of the Central Government in the process of reorganizing residential units. On May 20, 2026, the Prime Minister issued Directive No. 21/CT-TTg on the reorganization of villages and neighborhoods and the arrangement, utilization, regime, and policies for part-time officials at the commune, village, and neighborhood levels. The Directive clearly states the need to select and recommend part-time officials in villages and neighborhoods who are reputable, healthy, dedicated, responsible, capable of mobilizing the people, gradually rejuvenating the workforce, improving their level of information technology application, community management skills, and the quality and effectiveness of serving the people.

Following directives from the Central Government and the provincial authorities, communes, wards, and special zones in Quang Ninh province are urgently finalizing plans for the reorganization of villages and neighborhoods, along with reviewing and evaluating existing officials. Besides ensuring full benefits and policies for those non-professional personnel who cease their duties, localities are also focusing on selecting qualified, capable, and reputable officials to be assigned after the reorganization, ensuring that the grassroots apparatus operates effectively and efficiently as soon as the new model comes into operation.
According to the restructuring plan, the number of part-time officials in villages and neighborhoods across the province is expected to be reduced to 1,872, a decrease of over 1,000 people. This presents an opportunity for localities to improve the quality of their staff by standardizing their competence, responsibility, and skills.
The reorganization of villages and neighborhoods aims not only to streamline the organizational structure but also to lay the groundwork for building a team of grassroots officials capable of meeting the development requirements of the new era. As the geographical area expands, governance methods become more modern, and the demands for serving the people increase, standardizing the team of grassroots officials is a decisive factor in improving the effectiveness and efficiency of state management, building a two-tiered local government that operates smoothly, is close to the people, and serves them even better.
