In his article "National Festival and Responsibility Before the People," General Secretary To Lam affirmed: "This election has special historical significance, continuing the 80-year tradition of building a rule-of-law state of the Vietnamese people since the first general election in 1946. Each voter's ballot not only demonstrates the people's right to self-governance, but also conveys their faith and expectations for a bright future for the country; at the same time, it affirms the nature of our State - a State of the people, by the people, and for the people."
Sharing in the joy of the "national celebration" and drawing from the vibrant reality in Khanh Hoa province, a reporter from the Vietnam News Agency (VNA) presents a series of three articles on the theme "From the voter's ballot to the responsibility of elected representatives."
Lesson 1: Shared Aspirations for the Future
Along with the rest of the country, more than 1.6 million voters in all 65 communes, wards, and special zones of Khanh Hoa province participated in the election of the 16th National Assembly and People's Councils at all levels, achieving a turnout of 99.87%; of which 1,020 polling stations had 100% voter turnout; and 54 out of 65 communes, wards, and special zones had 100% voter turnout. This was truly a celebration of solidarity and the exercise of the people's right to self-governance.
From the mainland to the beloved Truong Sa Special Zone, voters enthusiastically went to the polls, carrying with them the hope of choosing representatives who are talented and virtuous to serve their homeland and country. All shared a common aspiration for a strong and prosperous Vietnam in the future, where the people are well-fed and happy.
Elevating local development
In implementing Resolution No. 22/DH, dated January 23, 2026, of the 14th National Congress of the Party, the Executive Committee of the Khanh Hoa Provincial Party Committee has issued an Action Program; setting the goal of bringing the locality into the "decade of enhanced development," becoming a centrally-governed city.
Following the adjustment of administrative boundaries, Khanh Hoa province has expanded its development space, possessing many advantages in terms of geographical location, natural conditions, and cultural identity. To support local development, the National Assembly issued Resolution No. 55/2022/QH15, dated June 16, 2022, "On piloting some specific mechanisms and policies for the development of Khanh Hoa province" and Resolution No. 189/2025/QH15, dated February 19, 2025, "On some special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project." These are synergistic "institutional levers" aimed at transforming potential into advantages for the locality to enter a breakthrough phase.
Khanh Hoa province is developing a double-digit growth scenario, striving for a GRDP of 10-11% in 2026. Voters believe that the new development phase will present many opportunities and challenges. Therefore, elected representatives must possess both integrity and competence to make sound decisions that meet the requirements of rapid and sustainable development.

From an economic research perspective, Dr. Quach Hoai Nam, Rector of Nha Trang University, believes that Khanh Hoa needs to prioritize accelerating the disbursement of public investment as seed capital to attract private investment, focusing on key infrastructure projects related to inter-regional transportation, digital infrastructure, and marine economic infrastructure.
According to Dr. Quach Hoai Nam, a member of the 16th National Assembly and the Provincial People's Council, it is necessary to focus on developing the Van Phong Economic Zone into a modern industrial, logistics, and energy center. Local tourism should shift strongly towards high-end products, green tourism, and develop into a key economic sector. In addition, the marine economy must always be linked to environmental protection and adaptation to climate change. Socio-economic development needs solutions that are closely linked to improving labor productivity through digital transformation.
With its potential and advantages, Khanh Hoa is focusing intensely on its strategic development orientation. The urgent need is to innovate development thinking, transcend administrative boundaries, harmoniously promote traditional values, and deeply integrate new values. Alongside this, the locality is maximizing the use of specific mechanisms and policies, expanding international cooperation to attract and strongly unlock resources.
Khanh Hoa is keeping pace with the rapid and sustainable development of the country in the new era. The aspiration of the entire Party Committee and people of the province is to become a high-growth pole of the country, building a prosperous and happy life for the people. When voters choose the right representatives who dare to think, dare to act, and dare to take responsibility, each policy issued will create a strong impetus for Khanh Hoa to break through.
United in building a national "symbol".
According to Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on "ensuring national energy security until 2030, with a vision to 2045," the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects are expected to be implemented and put into operation during the 2030-2035 period. This is considered an important step in the strategy to ensure national energy security; aiming towards major national milestones such as the 100th anniversary of the founding of the Communist Party of Vietnam and the 85th anniversary of the founding of the Socialist Republic of Vietnam.
Along with their trust in elected representatives, many voters in Khanh Hoa expressed their hope that the Ninh Thuan Nuclear Power Plant project would be implemented soon. They also hoped that the 16th National Assembly would continue to develop specific mechanisms and policies to ensure the improvement of the lives of people in the project area.
Voter Ngo Khac Cang (Thai An village, Vinh Hai commune) shared that people in the nuclear power project area hope the project will be implemented soon to open up new development opportunities for the locality. They hope the Party and State will pay attention to accelerating the construction of the resettlement area, completing the infrastructure soon, and implementing stable, long-term settlement. Along with that, compensation and land clearance work needs to be carried out promptly, openly, and transparently so that people can feel secure in relocating, stabilizing their lives, and continuing to develop production.
The National Assembly has passed Resolution No. 189/2025/QH15 stipulating a number of special mechanisms and policies for investing in and constructing the Ninh Thuan nuclear power project, including policies on compensation, support, and resettlement for households affected by the project.

In response to practical demands, at its 54th session, the Standing Committee of the National Assembly (15th term) considered supplementing several special mechanisms and policies for the investment and construction of the Ninh Thuan nuclear power plant.
This content was further discussed and approved by the 16th National Assembly. This not only aims to address practical difficulties but also adheres to the Party's guidelines in Resolution No. 70-NQ/TW of the Politburo and Conclusion No. 203-KL/TW dated November 4, 2025, of the Politburo on "continuing to focus on implementing tasks and solutions to ensure the highest possible achievement of the 2025 growth target, creating a solid foundation for sustainable double-digit growth in the coming period and summarizing Resolution No. 05-NQ/TW, dated November 1, 2016, of the 12th Central Committee of the Party."
According to the Department of Agriculture and Environment of Khanh Hoa province, the Ninh Thuan 1 Nuclear Power Plant Project has a compensation and support area of over 449 hectares, affecting 835 cases. To date, the locality has approved compensation plans for 154 cases, with a total cost of over 168.2 billion VND; of which 18 cases have been paid; there are 571 remains that need to be relocated, with approval and payment expected to be completed in March 2026. The project's resettlement area covers more than 65 hectares, affecting 129 cases; to date, compensation has been approved for 56 cases.
For the Ninh Thuan 2 Nuclear Power Plant Project, approximately 318.8 hectares of land have been acquired, affecting 534 households that have been surveyed. Currently, compensation plans have been posted for 516 households, with 120 households having received advance payments totaling over 109.3 billion VND. Relocation of graves has been approved for 173 cases. The planned resettlement area covers 31.8 hectares, with a total compensation cost of approximately 255 billion VND, and procedures for implementation are being finalized.
When electricity from the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants is connected to the grid, it will not only be a symbol of the country but also create a foundation for Khanh Hoa to rise in a new phase of development.
