"Loan sharking" has infiltrated people's lives, especially those in difficult circumstances and lacking legal knowledge. Those involved in "loan sharking" often employ sophisticated and disguised tactics, exploiting high technology to carry out usurious lending and illegal debt collection. Many cases related to "loan sharking" have caused public outrage and affected security and order, such as threats, psychological intimidation, extortion, and even intentional infliction of injury.
In An Giang province , over the past five years, all levels and sectors have strengthened prevention and combating crimes and violations of the law related to "loan sharking" activities. As a result, the situation regarding crimes and violations of the law related to "loan sharking" has been curbed, especially illegal financial business activities and illegal fundraising activities, which are no longer as rampant and open as before. Acts of debt collection involving violence, intentional injury, illegal detention, and acts of disturbing public order (such as placing wreaths, dumping dirt and waste) have not been detected.
Officials, civil servants, and members of the armed forces in the province strictly comply with the law on safe transactions, borrowing, mobilization, and use of capital. Investigation and enforcement efforts have seen positive changes, moving beyond administrative penalties to criminal prosecution in many cases, creating a deterrent effect and preventing crime. Propaganda efforts to prevent and combat crime and violations of the law related to "loan sharking" have been intensified through various forms. State management of related business sectors and industries has been tightened. However, those involved in "loan sharking" are becoming increasingly sophisticated, employing new tactics, making prevention and combating efforts more difficult.
Fierce struggle
To further enhance the effectiveness of preventing and combating crimes and violations of the law related to "loan sharking," the Chairman of the People's Committee of An Giang province, Ho Van Mung, requested that departments, agencies, mass organizations, and local People's Committees continue to vigorously implement social prevention measures. This includes further strengthening preventive propaganda efforts, focusing on those most vulnerable to becoming victims of "loan sharking," such as: people facing economic difficulties, those in need of credit but not meeting the lending requirements of the banking system, those with limited legal awareness, the unemployed, those who have lost their jobs, workers, students, low-income earners, and ethnic minorities. The province should also promote policies supporting employment and social security, facilitating and assisting people in accessing preferential loan sources. Continue to effectively manage state affairs regarding security and order, especially with regard to pawnshops, lending establishments, and businesses operating as fronts for illegal lending activities.
Local People's Committees are directed to establish and maintain inter-agency task forces to inspect businesses and enterprises suspected of engaging in or colluding with illegal lending activities within their jurisdiction. They are to strictly handle violations and immediately address any loopholes exploited by these entities. They are also tasked with proactively detecting, understanding, and promptly mediating conflicts and incidents related to illegal lending and debt collection among the population, particularly those involving individuals facing financial distress, debt, or high-interest loans with a high risk of committing crimes. This information is then provided to the police force for investigation and crime prevention.
“Continue to strongly and decisively attack and suppress crimes and violations of the law related to ‘loan sharking’ activities. Intensify the fight against and dismantle criminal gangs, groups of individuals, and suspected individuals, especially those operating under the guise of businesses, using high technology, and employing new methods and tactics to operate ‘loan sharking’. Strictly enforce the law in resolving cases and incidents related to ‘loan sharking’, expedite investigations, and promptly conclude and recommend prosecution of individuals involved in cases related to ‘loan sharking’ to deter crime,” – Chairman of the People's Committee of An Giang province, Ho Van Mung, requested.
On the other hand, people need to be more vigilant, stay away from "loan sharks," and seek legitimate sources of funding when needed. The fight against "loan sharks" is a long and difficult one. To achieve the best results, it requires the joint efforts of the entire society, from the government and relevant agencies to every citizen.
