From 1961 to 1971, the US imperialists carried out the largest and most brutal military chemical warfare campaign in human history, aiming to destroy the environment, eliminate the livelihoods and bases of the revolutionary forces, causing catastrophic consequences for the environment and people in Vietnam. Statistics show that more than 3 million hectares of forest and agricultural land were destroyed.
The chemicals were not only sprayed once, but 86% of the affected area was sprayed more than twice, 11% was sprayed more than 10 times, and approximately 4.8 million Vietnamese people were exposed. Millions of them, including children and grandchildren, are victims of Agent Orange.

Bac Ninh province currently has 10,200 people exposed to Agent Orange, including 8,526 victims (of which 6,283 were direct participants in the resistance war and 2,243 were indirect victims). These victims are daily and hourly suffering from serious illnesses, birth defects, and nervous system disorders due to the lingering effects and genetic inheritance of dioxin.
Victims of Agent Orange are "the poorest of the poor, the most suffering of the suffering." Therefore, they desperately need the attention, encouragement, sharing, and effective assistance of the entire political system from the central to the local level, from the community, organizations, and individuals both domestically and internationally. This is both a responsibility and an expression of compassion, reflecting the moral principle and the beautiful tradition of "drinking water, remembering the source" of the Vietnamese people.
With the attention, leadership, and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the Central Association of Victims of Agent Orange/Dioxin in Vietnam, and with the coordination and assistance of agencies, organizations, and individuals inside and outside the province, the Association of Victims of Agent Orange/Dioxin at all levels in Bac Ninh province has been organizing practical and effective activities focused on the grassroots level on the occasion of the 65th anniversary of the Agent Orange disaster in Vietnam (August 10, 1961 - August 10, 2026), such as: strengthening propaganda, education, emulation, and reward work; building the Association's organization; mobilizing resources, caring for and assisting victims…
The Association of Victims of Agent Orange/Dioxin at all levels closely coordinates with agencies, organizations, and individuals to carry out the task of eliminating temporary and dilapidated houses for the children of those who participated in the resistance war and were exposed to chemical toxins.
Identifying and providing support for the demolition of temporary and dilapidated houses for the children of war veterans exposed to chemical toxins who are receiving monthly preferential allowances is a very important task with profound political, social, and humanitarian significance. It demonstrates the concern of the Party, the State, and the Provincial Association of Victims of Agent Orange/Dioxin. The Association has fully and thoroughly understood the content of the central and provincial directives, promptly issued guidelines, and directed the commune-level associations to effectively carry out propaganda and dissemination of policies; closely coordinating with organizations and forces to conduct thorough, accurate, and complete investigations and reviews of eligible beneficiaries for the demolition of temporary and dilapidated houses, and reporting to the competent authorities as prescribed.
According to Decision No. 716 dated May 19, 2026, of the Chairman of the Provincial People's Committee approving the list of support for eliminating temporary and dilapidated houses for children of resistance fighters exposed to chemical toxins, the entire province has 66 people (including support for building new houses for 42 people and support for house repairs for 24 people). Regarding the support policy, the amount of support for building new houses is 60 million VND/house, and for house repairs is 30 million VND/house. By mid-June 2026, dozens of families had started construction of new houses or house repairs. The Association of Victims of Agent Orange at all levels in the province is coordinating with organizations and individuals to actively participate in providing assistance in terms of labor, essential supplies, etc.
With the proactive, urgent, and responsible involvement of Party committees, government agencies, the Fatherland Front, collectives, and individuals, including the Association of Victims of Agent Orange/Dioxin at all levels in the province, we believe that these "Agent Orange shelters" will soon be completed, contributing to helping families of Agent Orange/Dioxin victims stabilize their lives.
